The Senior Rail & Transit System Project Manager will perform a variety of consulting activities, providing technical and commercial support to all aspects of rail and transit projects. In this role, you will support delivery of multidisciplinary complex rolling stock fleets and related projects including automated people mover, light rail, rapid transit, commuter rail, multiple units and locomotives, and ensure that project services and deliverables are completed within budget and schedule, in conformance with applicable requirements. You will serve as the primary project and/or client contact, responsible for delivery of overall work and technical performance.
The position requires experience with all types of rail transit equipment, vehicle and systems engineering, operation and maintenance, as well as a network of industry contacts and history of industry association participation. Good writing and verbal communication skills, attention to detail, and the ability to work independently are essential.
Detailed Role and Responsibilities:
Responsibilities may involve any or all the following:
• Provide rail vehicle and systems engineering, project management and business support to a variety of rail and transit consulting assignments.
• Support both office and field-based activities for rail and vehicle systems, including technology assessments, preparation of technical specifications, rail and vehicle O&M requirements and oversight, system updates and overhauls, contract documents, evaluating vendors, design reviews, problem resolutions, project evaluations, compliance with prescribed technical and contract requirements, manage all stages of projects including administrative processes.
• Perform technical reviews of proposed designs and upgrades for transit and rail fleets, analyze requirements and fleet performance, and prepare review comments for disposition of contract deliverables.
• Provide oversight and guidance to junior rail and transit systems engineers.
• Manage client’s capital asset replacement / overhaul programs.
• Develop engineering cost estimates for various sub-systems.
• Identify and resolve design and system integration issues on transit projects.
• Support field implementation, assess performance of newly furnished fleets and systems, from different suppliers, for compatibility, functionality, and other compliances.
• Assess contract performance and compliance, make, and implement recommendations.
• Stay informed of the rail and transit consulting business, technological needs, and trends and industry best practices and standards. Be cognizant of larger business, technological and regulatory trends that can or will affect the rail and transit industry.
• Manage the interface between consultant team and client, and interface between third parties and the client/consultant team.
• Coordinate and develop positive relationships with clients, contractors, and their staff.
• Work with other Jacobs staff, client and 3rd party consultants and contractors to deliver high-quality projects, promote positive, professional employee relations.
• Participate and represent Jacobs in meetings with client and outside contractors, assist with and participate in presentations and public hearings/reviews relative to assigned projects.
• Ensure that Jacobs principles, policies, integrity, and procedures are consistently practiced.
• Perform other assignments and duties as requested.
• Substantial professional years of relevant experience in the rail and transit industry, with a proven track record of technical expertise and successful project delivery for major rail and/or transit systems and/or technology projects.
• A bachelor's degree or higher in Electrical or Mechanical Engineering from an accredited college or university or equivalent qualification.
• Experience with all types of rail and transit vehicle and systems engineering, maintenance, and operation, specification development, fleet procurement and contracting, including testing and commissioning.
• Strong understanding of the rolling stock business, technological needs, and trends, as well as larger business, technological, and regulatory trends that can affect the rail and transit industry.
• In-depth knowledge of effective procurement best practices, and relevant statutes, laws, and regulations governing the rail and transit-related works.
• Demonstrated ability to interact with clients, establish and maintain relationships, and articulate complex concepts effectively.
• Excellent problem-solving, judgment, decision-making, and analytical skills.
• Strong attention to detail, excellent communication, organizational, presentation, and interpersonal skills.
• Ability to work independently as well as within a team, and to work with all levels within a given organization (internal or external).
