    Job Description

    We are looking to find a highly qualified leader to serve as the Department’s Management Analyst. This person will provide key leadership and oversight for the statewide IEP/IFSP system known as ACHIEVE.

    Your Responsibilities:

    ACHIEVE is a complex statewide information system which enables the development, implementation and revision of individualized plans for over 79,000 learners with disabilities. It is used by approximately 20,000 educators and an anticipated 100,000 parents. It is also the Department's only system which ensures federal and state required processes, practices and procedures for the provision of special education services are met.

     

    Support the Bureau Chief by instructing and supporting the ACHIEVE Support team in the administration of ACHIEVE functions including assignment of user permissions, Individualized Education Program/Individual Family Service Plan development, count data, Medicaid data, Deaf and Hard of Hearing data, Iowa Vocational Rehabilitation data, and general supervision data.

     

    Provide oversight and management of General Supervision system use by responding to the system tickets which average 50-100 per day. Response time to ticket expectations is 24-28 hours dependent on how much research is needed.

     

    Provide oversight and management of General Supervision system by testing the system. Group and independent in-depth testing in ACHIEVE with guidance from specification documentation and tickets that describe specific functionality changes to test. Logging in as multiple different users and test functionally described in specification and/or ticket. Fail/pass functionality and re-test in next testing window. Verify functionality is accurate prior to development being pushed to the production site of ACHIEVE. Assist with any technical training documentation (as needed) once testing is complete. Note: there is initial testing, re-test, and then testing once the functionality is live.

     

    Develop guides for users to access functions of the ACHIEVE system. Develop and provide professional learning on the functions of ACHIEVE, including how to access data reports.

     

    Compile annual district-level data to upload to ACHIEVE.

     

    Provide technical assistance to department staff with respect to accessing information, preparing tables, conducting studies, and preparing statistical reports.

     

    Other duties as assigned by the Bureau Chief related to state and federal collections and reporting.

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    1) Graduation from an accredited four-year college or university with a degree in any field, and two years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.

    2) All of the following (a and b):

    a. Two years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and

    b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

    3) All of the following (a and b):

    a. A total of four years of education and/or full-time experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations, where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and

    b. A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.

     

    4) Current, continuous experience in the state executive branch that includes experience equal to 12 months of full-time work as a Management Analyst 1.
