    About this Job

     

    The Coastal Protection and Restoration Authority (CPRA) is seeking a motivatedCoastal Resources Program Specialistto join the Planning and Research Division. This position supports the administration of contracts, grants, and budget activities that advance the State’s mission to protect, restore, and enhance Louisiana’s coastal resources. The ideal candidate will perform advanced programmatic and administrative duties while providing confidential support to the Division Administrator.

    An ideal candidate will possess the following core competencies:

    + Following Policies and Procedures: The ability to comply with policies and procedures of the organization as well as State Civil Service rules, and all applicable federal and state laws.

    + Making Accurate Judgments: The ability to form an opinion objectively and decisively based on relevant information and in accordance with established standards.

    + Thinking Critically: The ability to objectively question, analyze, interpret, and evaluate information to form a conclusion.

    Preferred Competencies:

    + Accepting Direction: The ability to accept and follow directions from those higher in the chain of command.

    + Communicating Effectively: The ability to relay information correctly and appropriately to connect people and ideas.

    Minimum Qualifications

    Three years of experience in an environmental program; OR

    Six years of full-time work experience in any field; OR

    A bachelor’s degree.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

    Job Duties:

    + Serves as the confidential personal assistant to the Planning & Research Division Chief

    + Corresponds with stakeholders on behalf of the Planning & Research Division Chief via phone, email, and in-person visitors

    + Maintains Outlook Calendar on behalf of the Planning & Research Division Chief

    + Drafts and prepares letters, and memos accurately and in compliance with appropriate guidance/directives

    + Manages all travel planning and documentation for the Administrator and Division staff, ensuring accuracy and compliance by reviewing travel authorizations and expense reports, verifying charge codes, and submitting reimbursement requests to the appropriate fiscal representative.

    + Responsible for fulfilling all purchasing needs and maintaining inventory records on behalf of the Division

    + Prepares, maintains and submits all necessary paperwork for purchasing

    + Coordinates with the agency’s Support Services section to determine and order all equipment needs

    + Serves as the timekeeper by reviewing and ensuring accuracy of payroll entries for all employees in the Planning & Research Division

    + Coordinates with HR and the appropriate manager/supervisor to prepare and ensure all HR paperwork is accurate

    + Prepares and monitors professional service contracts, interagency agreements, and grants in accordance with state laws and CPRA policies; tracks approvals, coordinates with public and private partners, ensures accurate cost allocations using LAGov, and assists senior staff with contract management and reporting.

    Career Progression: This position may be filled as a Coastal Resources Program Specialist 1, Coastal Resources Program Specialist 2, or Coastal Resources Program Specialist 3 depending on level of experience.

    Compensation: The maximum salary for the Coastal Resources Program Specialist 3 is $78,624 annually.

    There are special bi-weekly entrance rates established for this position:

    Coastal Resources Program Specialist 1 $1,672.80

     

    Coastal Resources Program Specialist 2 $1,789.60

     

    Coastal Resources Program Specialist 3 $1,915.20
