The Louisiana Department of Health is seeking a skilled leader to serve as Section Chief of Medicaid Eligibility Program Operations (EPO). This position oversees the statewide Medicaid eligibility program, directing policy development, training, and operational procedures across ten regions.
The Section Chief ensures efficient and compliant eligibility processes, manages specialized programs such as MEDT, Newborn Eligibility, Application Centers, and Outstations, and provides oversight through post-eligibility reviews. Working closely with the Eligibility Field Operations (EFO) Section Chief, this role ensures policy and practice work hand-in-hand to deliver quality service to Louisiana residents.
This position requires strong leadership, strategic planning, and program management skills to maintain compliance, protect federal funding, and support the Department’s mission of ensuring accessible, effective healthcare for all.
Minimum Qualifications
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:
Eight years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Leads and oversees the statewide management of the Medicaid Eligibility Program Operations (EPO) Section, including areas such as appeals, policy, training, outreach, budgeting, and compliance.
+ Develops, implements, and monitors administrative and operational policies and procedures to ensure adherence to complex federal and state Medicaid regulations.
+ Coordinates with the Eligibility Policy Unit to ensure consistent and accurate application of eligibility policies, procedures, and protocols statewide.
+ Directs performance management and supervision of professional and administrative staff, setting goals, conducting evaluations, and ensuring compliance with Civil Service and agency policies.
+ Collaborates with the Eligibility Field Operations (EFO) Section Chief to align statewide operations, provide training, and ensure quality and timely eligibility determinations.
+ Oversees fiscal management for the EPO Section, including budget planning, expenditure monitoring, and financial reporting in coordination with state and regional offices.
+ Provides leadership for outreach and public awareness efforts, approving marketing campaigns and managing partnerships with community-based organizations and application centers.
+ Represents the agency in coordination with federal, state, and local entities, serving as liaison on Medicaid eligibility operations, program compliance, and customer service delivery.
