Utility Infrastructure Project Scheduler
Colorado Springs Utilities is seeking a Utility Projects Scheduler to provide project, project portfolio, and program scheduling expertise including resource and budget management support functions for the System Planning & Projects Division. This division plans and delivers projects and programs that serve the electric, natural gas, water, and wastewater needs of the Colorado Springs community. Our Project Controls team of dedicated professionals meet the needs of our organization by ensuring that infrastructure projects are delivered efficiently through their project lifecycle with effective application of project controls skills and supporting tools and systems.
_The projected plan for this position is to fill at the Utility Infrastructure Project Scheduler Controls III level, or based on the available candidate pool, we potentially may hire at the Controls II level; placement will be based on the qualifications, knowledge and demonstrated experience level of the successful candidate._
_This is an on-site, non-remote/non-telecommuting position for the initial 6-month probationary period; a hybrid schedule will be considered after the probationary period has been completed._
Key Focus Areas:
+ **Project Schedule Development and Support:**
+ Collaborate with project delivery teams to develop and maintain detailed project schedules throughout the lifecycle
+ Establish work breakdown structures (WBS), define activities, constraints, and milestones
+ Integrate contractor and service provider schedules into the overall project schedule
+ Review and analyze contractor progress and change condition schedules; provide recommendations for acceptance or rejection
+ Assess schedule changes for impacts to critical path, sequencing, and resource requirements
+ Support cost and resource loading of schedules for budget and resource management
+ **Project/Program Portfolio Schedule Development and Support**
+ Develop and maintain portfolio-level schedules that reflect interdependencies across related projects and programs
+ Conduct analyses, such as “what if”, to evaluate potential schedule changes and their impacts
+ Collaborate with teams to assess budget and resource implications of portfolio schedule adjustments
+ **Budget Management and Resource Support**
+ Create and maintain cost-loaded schedules to support capital improvement planning
+ Analyze multi-year capital and expense budgets; provide recommendations for forecasting and resource leveling
+ Support financial planning through schedule-based budget analysis
+ **Schedule Training and Controls Leadership (Controls III)**
+ Serve as a leader or mentor within the project controls team, supporting junior staff and advancing scheduling practices
+ Develop and implement project controls processes and procedures in collaboration with planning, engineering, and project management teams
+ Provide training and guidance on scheduling tools, techniques, and best practices
**Who you are...** the selected candidate will have experience and expertise in scheduling and scheduling control skills including: Work Breakdown Structure (WBS) development, activity network development, activity logic relationships (e.g. Finish to Start, Start to Start, Finish to Finish, Start to Finish), Critical Path Method (CPM), schedule tracking, analysis, and reporting. They will also be flexible and possess a strong drive for continuous improvement.
Ideally, we are looking for candidates who have experience with both Primavera P6 and Microsoft Project, as our projects/programs are managed in Primavera P6 but some contractor schedules are provided in Microsoft Project. _With that said, we are absolutely willing to consider candidates who already have demonstrated expertise in scheduling, and additionally_ _we will then provide training for Primavera P6; this training will be mandatory and expected completion and proficiency within 6 months of hire._
A Bachelor of Science in Project Management, Construction Management, Engineering, or Business Administration is preferred. The ideal candidate will also have hands-on direct experience in a Project Controls and/or Project Manager position related to the above responsibilities.

PHYSICAL REQUIREMENTS/WORKING CONDITIONS:
- Exerts up to 10 lbs. of force occasionally and/or small amount of force frequently to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
