HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed over $7 billion in new capital funding and invested approximately $22 billion in housing across the 10-year capital plan the largest in the city’s history.
This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Your Team
Situated within the Office of Finance & Administration, the Division of Budget manages the agency’s $1+ billion operating budget, which is comprised of 15 founding source from city, state, federal, and other categorical sources. The division’s staff advise and support HPD’s program managers and budget liaisons on matters pertaining to funding availability, grant compliance, cost savings initiatives, financial analysis, and program development.
Your Impact
As a Community Development Block Grant-Disaster Recovery (CDBG-DR) Program Analyst, you will have an integral role in the oversight of the agency’s CDBG-DR Program grant funding, which is used for a variety of activities stemming from federal disasters that impact New York City. The CDBG-DR Program Analyst will directly contribute to the continuing success of these programs, that assists households in rebuilding their homes, businesses, and communities.
Your Role & Responsibilities
Under the supervision of the Director of Federal Program Budgeting, you join of a team of grant program analysts, who are responsible for coordinating the agency’s grant resources. Your focus will be reviewing funding requests, monitoring expenditures, analyzing trends, understanding program operations, and making recommendations for budget efficiencies. You will be required to develop strong working relationships with both internal and external stakeholders.
- Manage CDBG-DR funding for all recovery activities.
- Develop and implement effective monitoring systems to track grant usage, ensuring compliance with federal, state, and local regulations.
- Process of budget modifications as needed by program and coordinate with the Office of Management and Budget (OMB).
- Work with the Division of Human Resources in determining and ensuring the eligibility of CDBG-DR staffing actions.
- Stay abreast of all regulatory changes related to the CDBG-DR grant and ensure organizational compliance.
- Develop and update policies and procedures in response to changes in grant requirements.
- Acting as liaison to the OMB for agency programs and activities for CDBG-DR grant allocations to HPD.
- Collaborate with senior management to align grant funding with organizational goals and strategies.
- Troubleshoot any CDBG-DR funding related issues as they arise.
Minimum Qualifications Requirements
- A baccalaureate degree from an accredited college and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or
- A four-year high school diploma or its educational equivalent and seven years of full-time satisfactory experience as described in “1” above; or
- Education and/or experience which is equivalent to “1” or “2” above. Graduate student in the field of urban studies, city planning, business or public administration, finance, architecture, engineering, or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.
Preferred Skills
- Familiarity with federal CDBG-Disaster Recovery funding guidelines and regulations.
- Ability to simultaneously manage multiple projects with various deadlines.
- Critical thinking and analytical skills.
- Excellent interpersonal and communication skills (both oral and written).
- Strong fluency with Microsoft Office 365 (especially Excel and Word) and willingness to learn
new applications.
- Interest in affordable housing policy issues.
- Knowledge of budgeting practices and the city’s Financial Management System (FMS).

Qualifications
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or
A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.
A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.
