    The City of Norfolk’s Department of Human Services (NDHS) provides a wide range of essential services to its citizens. These services are crucial in supporting the wellbeing of the community and ensuring that all citizens have access to the resources they need. NDHS is committed to providing such comprehensive support to its citizens.

     

    The NDHS is seeking to fill a Fiscal Monitoring Specialist I position in their Finance unit. The Finance Unit within Administrations and Operations plays a pivotal role in the functioning of NDHS. Their responsibilities include:

     

    + Processing Accounts Payable and Receivable: This involves managing the agency’s debts and credits, ensuring timely payments and receipts.

    + Managing Funding: They are responsible for overseeing the agency’s financial resources, ensuring they are allocated and utilized efficiently.

    + Reporting: They provide necessary financial reports to local, state, and federal officials as required by the Virginia Department of Social Services and the City of Norfolk.

     

    Departmental Hiring Salary Range: $46,589-$53,577

    Essential Functions

    Essential functions include but are not limited to:

    + Initiate, terminate and/or cancel purchase/credit orders for foster children via a Service Initiation Request (SIR), Fiscal Summary, VEMAT, FAPT notes or KIDS’ Line call.

    + Support Leadership by providing timely and accurate foster care data summaries and reports.

    + Provide information and/or documentation as well as act as a liaison to outside auditors, federal/state/local government regulators, other agency stakeholders, as requested by management, in a timely manner.

    + Assist in development and maintenance of effective and efficient written processes and procedures for recording of purchase orders, program funding coding, and other purchase of service cycle activities based on NDHS/City of Norfolk policies.

    + Provide staff with foster care and adoption demographic information for State and Local reports upon request.

    + Prepare/create purchase order reports in compliance with Federal/State/Local guidelines in a timely and accurate manner.

    + Responsible for accurate record retention in compliance with Federal/State/Local guidelines.

    + Functions in a high-volume, demanding office environment and handles multiple priorities with ease while maintaining professional rapport at all times.

    + Complies and maintains records, statistical information, and reports in final form.

    + Mentor and participate in training activities as needed.

    + Perform other duties as assigned by supervisor.

    Competencies Required to Perform Essential Functions:

    + Have an in-depth/expert awareness of the processes and their requirements for which your tactical function is principally responsible.

    + Be proficient in all the software & technology required to fulfill or exceed process standards for which your tactical function is principally responsible.

    + Stay current with industry knowledge (Federal, State, and Local government policies and guidelines) that affects your tactical function and the organization’s vision, mission, goals, and interests.

    + Knowledge of intermediate and effective communication techniques to effectively listen to co-workers/stakeholders and modify interviewing style to meet the communication needs. Communicate clearly and concisely in English verbally and in writing.

    + Knowledge of Child and Family Services funding guidelines.

    + Working knowledge of Purchasing principles and practices, including problem resolution.

    + Working knowledge of Microsoft Office software, including Word and Excel.

    Education/Experience

    Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

     

    Two years' experience.

     

    + Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

    + Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

    + Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

    + Retirement

     

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
