    Description

    The City of Norfolk’s Department of General Services, Facility Maintenance Division, is responsible for maintaining and supporting more than 250 City-owned buildings. These range from office spaces and public safety facilities to recreation centers and entertainment venues. Facility Maintenance oversees carpentry, plumbing, electrical, painting, HVAC, elevators, roofing, and moves/relocations while also managing finance, projects, and administrative support. It is a versatile, fast-paced department where creative space utilization directly impacts City operations and community services.

     

    The City of Norfolk is seeking a highly motivated Project Manager to join the Facilities Maintenance Division. This role will coordinate and deliver a variety of facility-related projects, ensuring they are completed on schedule, within budget, and to the highest quality standards. Typical projects may include building repairs, mold remediation, HVAC upgrades, carpet replacement, office renovations, exhaust hood installations, and capital repair efforts across City facilities.

     

    The Project Manager will serve as the departmental representative for assigned projects, working with internal staff, outside contractors, consultants, and tenants. This position requires strong communication and organizational skills, the ability to manage multiple projects simultaneously, and the judgment to balance customer satisfaction with efficient use of public funds. Experience with project management software such as e-Builder or equivalent is strongly preferred.

    Essential Functions

    + Manage the planning, scope, schedule, and budget for facility-related projects from initiation to closeout.

    + Oversee the design and construction process, including reviewing drawings, specifications, and proposals.

    + Procure and manage architectural, engineering, and contractor services, including negotiating and administering contracts.

    + Monitor and inspect projects to ensure adherence to scope, schedule, and budget, while processing change orders, invoices, and contract amendments as required.

    + Act as the departmental representative, providing expertise on best practices, budget estimates, and project delivery strategies.

    + Collaborate with stakeholders such as City employees, contractors, consultants, and tenants to ensure needs are identified, addressed, and met.

    + Track and report on project progress to leadership, ensuring timely communication and transparency.

    + Ensure compliance with City procurement policies, safety requirements, and quality standards.

    + Perform other related duties as assigned to support the Facilities Maintenance mission.

    Education/Experience

    Required:

    + Five years of experience in a related field; or an equivalent combination of education and experience.

    + Bachelor’s degree in project management, construction management, engineering, architecture, or a related field.

    Preferred:

    + Experience with e-Builder or other construction/project management software.

     

    Additional Information & Requirements

     

    + Valid Driver's License required.

    Work Schedule:

    + Monday-Friday, 8:00 AM - 5:00 PM

    + Occasional overtime and weekend work may be required.

    + Position is designated essential and will be required to report to work during City closures due to inclement weather and other emergencies.

    + Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

    + Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
