    JOB DESCRIPTION

    TITLE: Assistant Superintendent for Pupil Services

     

    (February 17, 2026 start date)

     

    The position of Assistant Superintendent for Pupil Services is a vital leadership position in the Victor Central School District. The individual filling this position will provide oversight and leadership for the coordination, evaluation and continuous improvement of P-12+ programs related to special education and the District’s pupil/personnel services including counseling and related services.

     

    IMMEDIATE SUPERVISOR: Superintendent of Schools

    QUALIFICATIONS:

    + Master’s Degree or higher from an accredited college or university and valid NYS certification as a School District Administrator or equivalent.

    + Significant background and success in educational administration and supervision with a deep understanding of special education and its relationship to related services programming and practices P-12+.

    + Evidence of highly effective special education teacher or related service provider experience.

    + Proven track record of leading definable academic achievement and improvement within the special education realm.

    + Evidence of in-depth knowledge and experience leading the Committee on Special Education.

    + Evidence of highly successful experience improving instructional practices.

    + Highly effective communication and decision making skills that lead to strong relationship building with all constituent groups.

    + Strong understanding of Special Education programming and research-based best practices.

    + In-depth understanding of supporting students with complex behavioral needs.

    SUPERVISES:

    Special Education programming, curriculum, instruction and assessment, Special Education program reviews, Special Education professional development, Special Education grants, Special Education budget, Committee on Pre-School Special Education, Staff members as designated by the Superintendent of Schools, to include, but not limited to: Director of Elementary Special Education, Director of Secondary Special Education, Pupil Personnel Services Office Staff, Psychologists, Counselors, Social Workers, Behavior Analyst, Transition Specialist, Speech/Language Therapists, Occupational Therapists, Physical Therapists, Music Therapists, Special Education Department members, Nurses

    PERFORMANCE RESPONSIBILITIES:

    Curriculum and Instruction

    + Assists in implementing state education department regulations in developing special education programs.

    + Assists the Assistant Superintendent for Instruction, teachers, service providers, and other staff with the design, development, and implementation of curriculum.

    + Leads social/emotional learning initiatives in the district in conjunction with the Assistant Superintendent for Instruction.

    + Arranges for home instruction of pupils legally unable to attend school, and maintains appropriate records.

    Staff and Student Supervision

    + Coordinates district screening program for new pupils entering the school system.

    + Conducts observations/evaluations of instructional staff.

    + Works collaboratively with the Assistant Superintendent for Instruction and Assistant Superintendent for Personnel to recruit, screen, hire, and train teachers and administrators for respective departments, programs, and services.

    + Works collaboratively with the Assistant Superintendent for Instruction and the Assistant Superintendent for Personnel to oversee the district's Learning Center

    + Oversees district-wide CPSE and CSE process in conjunction with Director of Elementary Special Education and Director of Secondary Special Education

    + Supports Building Leadership with the implementation of district wide 504 processes

    + Supervises classroom instruction to ensure alignment with the NYS standards and VCS P-12 curriculum.

    + Maintains data security as applicable.

    + Maintains confidentiality with staff, student, and family information.

    Fiscal Management

    + Coordinates Federal and State Title programs and grants relative to the respective departments, programs, and services.

    + Oversees Medicaid billing procedures.

    + Prepares contracts for Pupil Personnel Services department.

    + Works collaboratively with the Assistant Superintendent for Personnel, Assistant Superintendent for Instruction, Assistant Superintendent for Business and Superintendent Offices to create the special education instructional budget for the district which includes staffing and programs.

    + Prepares and submits each program’s budgetary request and monitors the expenditures of funds, based on program’s needs.

    Building/Department Management

    + Identifies district-wide pupil services priorities and goals, and works with principals and directors to implement these priorities and goals.

    + Coordinates accountability efforts through the systematic gathering and reporting of meaningful data regarding the operations of the schools.

    + Serves as homeless liaison in conjunction with the McKinney-Vento Act.

    + Serves as liaison with the Director of Transportation regarding transportation of students with disabilities.

    + Oversees district registration process for all students.

    + Oversees residency regulations and compliance.

    Public Relations

    + Serves as district’s liaison for all BOCES special education programs, as well as with private and public school programs attended by pupils with disabilities from the Victor Central School District.

    + Establishes effective liaison with the various offices and agencies within the area that may provide specialized or professional help to students and their parents/guardians, and serves as a referral agent to those offices and agencies.

    + Represents respective departments in matters concerning the public and/or other school districts.

    + Serves as administrative liaison for Victor’s Outreach in Children's Education (V.O.I.C.E.)

    Professional Growth

    + Assumes leadership in developing needed in-service opportunities in the pupil services area.

    + Stays abreast of new developments in curriculum, evaluation, and district management through readings, conferences, and other means of gathering training and knowledge and disseminate information to members of the administrative, instructional, and support staffs on a regular basis, including conducting staff development seminars for the benefit of the District staff.

    + Participates actively in local, state and national professional education and administration associations.

    + Stays up-to-date on NYS Education Law and disseminates necessary information.

    District Level Administrative Duties

    + Provides vision, oversees and evaluates special education programming making certain that is aligned to researched based practices and the needs of our students.

    + Works collaboratively with the Assistant Superintendent for Instruction to support and stay aligned regarding RTI and MTSS processes.

    + District TIG coordinator.

    + Serves as Title IX Coordinator.

    + Serves as liaison to Foster Care Supervisors.

    + Serves as liaison to ARC.

    + Serves as liaison to Assistance Act.

    + Oversees Records Retention

    + Oversees Family Support Center.

    + Coordinates and oversees services with Rochester Regional Health.

    + Works collaboratively as a highly effective team member with administrative cabinet.

    + Attends Board of Education meetings and executive sessions as required.

     

    Assumes such responsibilities as deemed necessary by the Superintendent of Schools.

    TERMS OF EMPLOYMENT:

    The position of Assistant Superintendent for Personnel is a twelve-month tenure track position. Salary and fringe benefits are established by the Board of Education.

    EVALUATION:

    Performance in this position will be evaluated annually by the Superintendent of Schools.

    SALARY:

    Minimum starting salary $145,000 (Negotiable based on experience)
