    This position is located at Central Office in St. Paul and may have the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.

     

    This position serves as an Assistant Office Director reporting to the Office Director and participates as a member of the Office of Freight & Commercial Vehicle Operations management team. The position manages the Freight, Railroads & Waterways section including Rail Safety & Coordination, Rail & Freight Programs, and Freight & Rail Planning to ensure priorities are established, resources are properly allocated, and programs are implemented properly and efficiently. The incumbent is responsible for ensuring:

     

    + Proper planning, development, delivery, and risk management of seven program areas:Highway/Rail Grade Crossing Safety Improvements; Trunk Highway/Rail Coordination; Minnesota Port Development Assistance; Minnesota Rail Service Improvement; State Rail Safety Inspection; Weigh Station Facility Development; and Freight & Rail Planning.

    + Stakeholder needs are addressed;

    + State and federal funds are used effectively; and

    + Rules, regulations, and standards for programs and transportation facilities are satisfied.

    Minimum Qualifications

    Three years of managerial experience OR four years of professional supervisory experience in administering a transportation program

    **Leadership** : _Experience managing agency-wide initiatives, developing and implementing innovative solutions to complex issues; and leading and developing consensus amongst staff who do not report directly to you when developing and implementing projects/program initiatives._

    **Technical** : Experience with multimodal transportation systems planning, multimodal infrastructure project development and delivery, and multimodal transportation operations and maintenance, and policy;

    **F** **iscal Management** **:** Experience managing large, complex contracts and budgets.

    **Communications/Human Relations** : Experience communicating, negotiating, building, and maintaining effective working relationships with stakeholders, agencies, institutions, and organizations; and experience promoting diversity and inclusion.

    **Human Resource Management** **:** The number and title of employees you have directly managed and your job/role within the organization; and how you motivate and manage direct reports.

    Preferred Qualifications

    + Master’s Degree in Planning, Public Administration, Freight Management, Engineering, or a closely related field.

    + American Institute of Certified Planners certification.

    + Registered as a professional engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geosciences and Interior Design (AELSLAGID).
