    This position leads and manages human resources (HR) operations within the Public Safety HR division. It oversees HR transactions, systems, data management, and internal controls, ensuring integration with Labor Relations. The role provides strategic direction for HR operations, supervises staff, and advises HR leadership on improving processes and procedures for efficiency and compliance with state authority. It also supports labor relations by providing workforce, classification, compensation, and selection data, and participates in related discussions.

     

    *Employees may telework up to 50%, depending on the position and the needs of the division.

    Minimum Qualifications

    Four (4) * years progressive Human Resources experience in human resources in the following areas (*bachelor's degree in human resources or closely related field as determined by the agency may substitute for one (1) year of professional experience):

    + Labor relations (contract administration, interpretation, employment law)

    + Management consultation

    + Talent acquisition

    + Compensation and job analysis

    + Recruitment

    The following qualifications will be assessed during the interview process and further evaluated during the probationary period following appointment:

    + Experience leading diverse teams within a complex organization, which includes coaching, mentoring, and developing staff while building relationships.

    + Knowledge of all state and federal employment laws and the ability to interpret and apply them to classification, recruitment selection, hiring, promotion and retention of employees.

    + Ability to work collaboratively in a team environment.

    + Communication skills sufficient to direct the work of staff, discuss issues with employees and collaborate with internal and external partners of the agency.

    + Critical thinking and problem-solving skills sufficient to analyze and evaluate complex information, research, and evaluate alternatives, independently make sound decisions, resolve conflicts, and provide guidance on a variety of Human Resources issues.

    + Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.

    Preferred Qualifications

    + Experience with Hay Job Evaluation

    + Experience with the State of Minnesota's HRIS system and Applicant Tracking system (SEMA4/Recruiting Solutions).

    + Lead worker experience.

    Physical Requirements

    Very Light: Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.
