Duties Description • Develop, review, amend, and ensure the implementation of policies and procedures related to facility maintenance operations and building management.• Update and review of facility procedures and internal controls for purpose of maintaining facility accreditation. Take corrective actions as determined by the annual Internal Control audit. • Communicate with high profile building tenants to manage building operations and ensure all tenant needs are met. • Monitors the overall progress of the annual PM/R&I plan, makes changes as necessary to projects schedules and scopes.• Perform various fiscal tasks for the maintenance departments including determining purchasing needs related to building and maintenance of grounds, facility buildings, etc. Approve/verify purchase orders and procurement card charges.• Monitor the operations of primary building systems. Evaluate needs for building/systems improvements and make recommendations for priorities based on fiscal constraints and regulatory compliance.• Provide direction and overall supervision of lower-level Plant Superintendents, Maintenance Supervisors, or Building Managers. • Ensure that facility structures and systems remain in compliance with various federal and State regulatory agencies. Ensure that any deficiencies are addressed/remediated in as expeditious a manner as possible.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:Required Experience: Seven years of experience in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant, which must include management of daily plant operations including procedure development, budget planning and workforce allocation, efficiency, and enforcement of codes and standards; capital planning of construction/rehabilitation projects; AND/OR contract management of building maintenance/construction/rehabilitation projects and grounds.Substitutions: an associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience. ORCurrent New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
