This full-time contract position as an Energy Efficiency Program Support Specialist 2 will provide vital support to the Energy Efficiency Programs within the Power Services business line of Bonneville Power Administration (BPA). The role involves assisting program managers and sector leads in the daily operations of various energy efficiency programs spanning agricultural, commercial, industrial, federal, and residential sectors. It is essential for supporting both current and new initiatives aimed at leveraging technology, reducing energy consumption, and implementing conservation practices to benefit the environment.
Responsibilities
+ Assist utility customers and participants by phone and email with the implementation of BPA management approved efficiency program requirements.
+ Track, document, archive, and respond to emails and phone calls from utilities and BPA or third-party programs.
+ Recommend process improvements to enhance customer service, response time, and quality.
+ Serve as a Field Inspector to observe and report conditions and performance to federal personnel.
+ Draft communications between BPA COR and contracted vendors.
+ Review monthly reporting submittals, invoices, and other contract deliverables for adherence to contract terms.
+ Update qualified product lists for energy efficiency measures.
+ Identify opportunities for BPA efficiency program enhancements and document them.
+ Attend and participate in meetings; provide updates or deliver short presentations.
+ Track project and program deliverables/milestones; provide weekly status updates to designated staff.
+ Support the BPA Implementation Manual revision and production process.
+ Monitor efficiency measure development and provide findings to support program development.
+ Coordinate implementation activities, including marketing materials and training.
+ Maintain filing systems, files, emails, and records in compliance with standards.
+ Support BPA energy efficiency programs by maintaining and updating program materials.
+ Assist with the creation of technical and program training materials and presentations.
+ Contribute to program fact sheets, marketing materials, and other support collaterals.
+ Utilize BPA-maintained data processing systems and software applications for data analysis and reporting.
+ Assist in the development and implementation of BPA management-approved project plans.
+ Create ad hoc reports on sector projects and initiatives, including expenses and savings.
+ Conduct spreadsheet analysis and develop infographics for presentations.
+ Support sector research and report preparation on energy efficiency-related subjects.
Essential Skills
+ A Bachelor’s degree in Business Administration, Business Management, Accounting, Computer Science, or related field is preferred.
+ 5 years of experience is required with an applicable Bachelor’s degree.
+ 7 years of experience is required with an applicable Associate’s degree.
+ 9 years of experience is required without a degree or applicable degree.
+ Experience in energy-efficiency or related environmental field.
+ Knowledge of energy efficiency program implementation.
+ Strong data analysis skills.
+ Exceptional communication skills (verbal and written).
+ Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Additional Skills & Qualifications
+ Knowledge of non-residential lighting, commercial HVAC industries, residential and commercial products, and utility programs.
+ Knowledge of data tracking tools.
+ Project management experience.
Work Environment
The position is part of the PEP team, which collaborates with stakeholders to develop energy efficiency programs for public utilities in the Northwest. The work environment is slower paced, with somewhat flexible hours and a business casual dress code. The role involves independent work with minimal supervision and is deadline-driven.

This is a Contract position based out of Portland, OR.
Pay and Benefits
The pay range for this position is $33.00 - $38.00/hr.
