SUMMARY:This position is assigned to the Mitigation Section of the Preparedness and Protection Branch, Idaho Office of Emergency Management (IOEM), functioning within the Idaho Military Division (IMD). The primary purpose of this position is to manage emergency preparedness and mitigation programs and projects, to implement and coordinate response and recovery activities and programs in support of state and federally declared disasters and emergencies, and to manage a wide variety of special plans, projects, and tasks related to each of the IOEM mission areas (prevent, protect, respond, and recover) for the State of Idaho.

MANDATORY REQUIREMENTS:
(1) Must have and maintain a valid and unrestricted state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license.(Do notprovide a copy of your driver’s license.)
(2) Travel is required for training and job performance. Must be willing to travel by all modes of transportation and stay at destinations for moderate to extended periods.
(3) Must have, or be eligible to obtain, and maintain a favorable NACI/T1 Federal Background Investigation. If a selected candidate does not have a current favorable NACI/T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. (At a minimum, a favorable suitability determination by the State Security Manager or OPM is required prior to appointment into this position.)
(4) Must agree to attend/accomplish required training (including online or remote training) and participate in exercises as identified in federal grant guidance or directed by the supervisor, according to the schedule established by the supervisor.
REQUIRED EXPERIENCE:Must have24 months’experience performing work related to the knowledge requirements below. Submit a paragraph for each knowledge requirement below that demonstrates the required experience and describes competence in applying the knowledge. Education and training may be used to offset experience.
KNOWLEDGE REQUIRED:
(1) Describe your knowledge of IOEM structure, internal and external programs, supported and supporting relationships with emergency response partners, the mission, and role within the IMD and the State of Idaho.
(2) Describe your knowledge of the variety, scope, risk, and magnitude of the natural and man-caused disasters with the potential to threaten life and property within Idaho.
(3) Describe your knowledge of state and federal law, statute, and regulation, to include administrative processes and management procedures related to hazard mitigation grants and programs.
(4) Describe your knowledge of the National Incident Management System (NIMS), Incident Command System (ICS), Idaho Emergency Operations Plan (IDEOP), and similar government, private sector, and/or military emergency management processes and systems.
(5) Describe your knowledge of project management methodology to identify and manage mitigation project dependencies and milestones, to include your skill in determining goals and objectives, budgetary requirements and project scope.
(6) Describe your knowledge of web-based collaborative planning tools such as WebEOC, the IEOM Training Toolkit, and the Learning Management System (LMS).
(7) Describe your knowledge of state and local government structure and your ability to interact effectively with a variety of federal, state, tribal and local government agencies, non-governmental organizations, private-sector businesses and citizens, and to create collaborative/cooperative environments.
(8) Describe your knowledge of the Microsoft Office suite of programs; and your ability to generate plans products and develop multi-media presentations used in the facilitation of meetings, training, exercises and planning projects.
(9) Describe your knowledge and skill in written and oral communication, and your ability to prepare and present reports, interpret policies and guidelines, provide advice and guidance to customers, and represent IOEM in interactions with other organizations
