Job Summary
This position works 37.5 hours per week.
This position performs technical and clerical work to support essential Assessor Office functions including but not limited to; providing customer service in person, on the phone, and electronically, processing senior and disabled tax exemptions, reviewing excise tax affidavits, evaluating business personal property accounts for tax purposes, maintaining Assessor records, and serves as a contact for customers (citizens, developers, title companies, other office personnel, etc.), regarding various technical issues in the Assessor’s Office. Position works under the general direction of the Property Information Supervisor in accordance with applicable statutes and administrative rules. Work is reviewed for quality, thoroughness, timeliness, accuracy and conformance to established policies and procedures and, when appropriate, for effectiveness in dealing with customers.
WHO MAY APPLY: This recruitment is open to all applicants meeting the minimum requirements. Priority consideration will be given to Spokane County employees in a position covered by the 1553 Collective Bargaining Agreement (CBA) submitting applications between 11/10/25 and 11/17/25. First consideration will be given to applicants working in the Assessor's office in a position covered by the 1553 CBA; second consideration given to County-wide applicants in a position covered by the 1553 CBA; third consideration given to all other applicants, including the public.
TOTAL COMPENSATION: $53,863 - $75,029 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
Examples of Duties
+ Assists the general public by correspondence, in person or by telephone to process forms, answer basic technical questions, takes complaints, and explain services, policies, procedures and schedules related to parcel data and segregations.
+ Locates information from Assessor’s records and refers customers to other departments and/or agencies as needed.
+ Scans, posts and routes real estate tax affidavits including reading and interpreting legal descriptions of various levels of complexity; enters sales information in database; determines if a segregation is required and sorts affidavits.
+ Assists employees and the public with requests for parcel maps and information about ownership and legal descriptions.
+ Evaluates business personal property within Spokane County for taxation purposes within the limits of Washington State law. Majority of work is performed in office, but field visits may be required.
+ Collects fees for various maps, copies and reports. Prepares and sends billings as needed.
+ Balances daily receipts and deposits receipts with Treasurer’s Office.
+ Prepares reports related to cashiering activities as needed.
+ Sorts, files and distributes form letters; conducts ownership research and enters data.
+ Learns basic rules, regulations and procedures of related divisions with the department as well as other county departments and outside agencies for the purpose of recognizing and routing information.
+ Determines exemption status based on ownership and other qualifying factors.
+ Determines eligibility and coordinates with the Treasurer’s Office and the State Department of Revenue for special assessments on real property.
+ Provides support, leadership and training for other employees, including new employees.
+ Prepares and processes various correspondence.
+ Responds to and assists the facilitation of state audits.
+ Maintains inventory of forms and answers questions form the public regarding the filling out and processing of forms.
+ Performs other related duties as required or assigned.
+ Examples of Duties Specific to the Property Tax Exemption Section
+ Processes Senior/Disabled Exemption applications for reduced property taxes.
+ Interviews applicants and determines eligibility for exemption based on state and federal requirements.
+ Processes exemptions and exemption cancellations including answering questions from customers and assisting in filling out forms.
+ Processes annual mailings of exemption renewal applications.
+ Appears before the Board of Equalization regarding exemption hearings.
+ Performs other related duties and required/assigned.
+ Examples of Duties Specific to Personal Property Evaluations
+ Using the approved reference material evaluates the assessment of all personal property including but not limited to: industrial, commercial, retail, medical, and agricultural machinery and equipment for taxing purposes.
+ Establishes new accounts, detects accounts that are delinquent and evaluates personal property in active account by interviewing individual owners or their representatives to gather information on taxable personal property by using approved manuals and reference material to determine taxable value.
+ Utilizes original equipment costs and applies depreciation using the fair market value of taxable items to determine the assessed value of personal property.
+ Defends assessed values at the Spokane County Board of Equalization, State Board of Tax Appeals, and Superior Court.
+ Determines penalties in delinquent accounts in the office or in the field.
+ Assists the public in preparing proper forms.
+ Provides information explaining the rules and regulation established by the Washington State Department of Revenue about personal property.
+ Enters all data into the database and files personal property forms.
+ Participates in small business workshops to assist in educating the public on personal property tax related issues.
+ Performs other related duties as required/assigned.
Minimum Requirements
+ High school diploma or equivalent.
+ One (1) year of administrative support experience, including six (6) months experience working with real property issues (duties may include surveying, appraising, legal descriptions, mapping or working in a real estate agency, title company, or closing agency) which provides the knowledge, skills and abilities to perform the duties of a Property Records Specialist.
+ Education in a related field may substitute for up to one (1) year of the general administrative support experience.

+ General knowledge of the Public Land Survey System and how it is applied to Spokane County parcel numbers and legal descriptions.

+ Knowledge of standard office practices and procedures, including the supervision of work.
+ Knowledge of operation of personal computers and programs.
+ Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.

+ Ability to read, understand and work with legal descriptions and interpret legal documents.
+ Ability to understand and respond to mapping request from the public.

+ Ability to train employees, organize and assign work, and assist in evaluating performance of subordinate employees as needed.
+ Knowledge of personal property tax assessments and pertinent laws and regulations.
+ Ability to accurately apply accounting and auditing principles and practices in evaluating personal property reports.
+ Ability to perform data entry with speed and accuracy.
+ Knowledge of applicable WAC’s and RCW’s pertaining to personal property assessment and taxation.
+ Knowledge of property tax exemptions procedures.

PAID TIME OFF
Spokane County Observed Holidays
Up to 10 (ten) paid holidays are observed by Spokane County.
PTO
Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.
Vacation
For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).
Sick Leave
Sick leave is earned at 1 day per month and can be taken as the days are accumulated.
Other Leaves
Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.
INSURANCE BENEFITS
Medical Insurance
Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Dental Insurance
Two plans are currently available: Delta Dental of Washington (PPO) and Willamette Dental (DMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents.

Group Life Insurance
The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.
Long Term Disability Coverage
Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.
RETIREMENT
Retirement Plan (401a)
Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.
Additional Retirement Plan Option (457b)
Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.
VOLUNTARY BENEFITS
AFLAC
Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.
Travel Assistance
Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.
Flexible Spending Plan (FSA)
Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.
Voluntary Term Life Insurance
Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
