    Minimum Qualifications :

    Bachelor’s degree and at least one year State of Florida procurement experience;oran associate degree and three years of procurement experience; or five years of State of Florida procurement experience may substitute for the required education.

     

    Minimum of two years of supervisory experience.

     

    Proficiency in computer applications, including Microsoft Excel, Word, Outlook, and PowerPoint.

    Preferred Qualifications :

    Preference may be given to candidates who possess the following qualifications:

    Two or more years of experience using Pcard WORKS

     

    Two or more years of experience using MyFloridaMarketPlace (MFMP) / Ariba on Demand

    Requirements:

    Employment in this position is contingent upon a satisfactory Level 1 and Level 2 background check at no cost to the candidate.

     

    Office hours are from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday. Not eligible for Telework.

    This position requires up to 10% to 25% travel.

    Position Overview and Responsibilities:

    This is a highly specialized position responsible for the procurement of diversified commodities and services for the FWC/Fish and Wildlife Research Institute, in St. Petersburg, Florida.

     

    Ensure all procurement activities comply with federal, state and agency rules, statutes, and policies with special attention to Chapters 287.017 and 255 F.S. for procurement of services, commodities, and construction. Comply with the provisions and requirements in Section 215.422, F.S., related to the Department of Financial Services rules and FWC’s invoice processing and warrant distribution procedures and Section 112 F.S. pertaining to travel and ethics.

     

    Oversee and manage FWRI’s Purchasing Office as well as the below listed responsibilities.

     

    Serve as the Regional Purchasing Director/Business Manager and liaison between Tallahassee Purchasing, Accounting, and Legal Offices, Regional Service Centers, and vendors on all appropriate purchasing matters. Attend meetings as required or assigned.

     

    Act as the Subject Matter Expert to provide information or determine the most effective and efficient way of meeting procurement needs. Assist customers, vendors, and the public with State purchasing rules, regulations. policies and procedures.

     

    Oversee and manage the procurement for commodities and services through MyFloridaMarketPlace (MFMP)/Ariba on Demand (AOD) and facilitate the formal solicitation process. Review procurement documents for accuracy and routing; consult, advise, and assist FWRI staff with procurement documents as needed. Monitor the routing process, ensure compliance with law/policy, ensure timely processing of purchase requisitions, and randomly audit purchase requisitions/orders for accuracy and communicate any deficiencies with requestor.

     

    Understand the State PCard contract. Ensure compliance with PCard rules and policies pertaining to purchasing with a PCard. Oversee and manage all aspects of the PCard process and related activities, including monthly PCard audits, groups, limits and spend review, answer questions, forms processing, research issues, etc.

     

    Function as SuperBuyer for FWRI, as required.

     

    Create and present procurement trainings for FWRI staff (i.e. PCard, WORKS, AOD/MFMP, Object Codes, State Term Contracts, Exceptional Purchase Requests, etc.) Develop, maintain, and post procurement templates for staff as appropriate. Travel to Filed Labs for training presentations at a minimum of once per quarter. Publish and maintain useful procurement information on FWRI's purchasing portal site for FWRI staff.

     

    Evaluate impact, identify problems, and recommend appropriate action regarding contract practices and procedures. Notify supervisor of any appropriate issues with the contracts process as they arise.

     

    Supervise assigned staff. Duties include but are not limited to: recruit, review performance with employee, discipline if required and ensure compliance with Commission and FWRI rules, policies, and procedures.

     

    Participate in public outreach efforts and perform other work as it relates to procurement or as assigned by supervisor .
