Job Description
Iowa Workforce Development is seeking applicants for the position of Operations Manager at our IowaWORKSlocation in Davenport, IA.
Description of work:
As an Operations Manager you will oversee IowaWORKSprograms and policies - under the integrated service system, as they apply to the design and operations of the One-Stop Centers under their authority. Monitor integrated IowaWORKSpolicies, providing guidance and technical assistance to established teams/staff as needed or requested to ensure policies are being followed.
The successful candidate will pilot enhancements to service delivery model as developed and establish good working relationships and serve as liaison with other community agencies, training providers and business associations to ensure effectiveness of the service delivery system. Collaborate with all on-site partners for optimum coordination of customer flow, access to all services, non-duplication of processes, sharing of information and attainment of performance measures.
Prepare and monitor multiple funding stream cost allocated operational budgets for locations under their authority and ensure that funds are expended as required by program regulations, regional protocol, and in accordance with policy. Monitor expenditures and maintain approved cost allocation plans for allowable usage of funds.
Implement and maintain comprehensive public relations activities across all communities within their authority so there is public awareness and optimum utilization of the Iowa WORKS system, centers, and services. Responsible for growing public partnerships across the workforce system to advance the interests of workforce services.
Facilitate all teams to develop understanding of the vision for the IowaWORKSsystem and create strategic implementation plan for IowaWORKSservices. Create work processes for the delivery of integrated services within local areas.
Maintain regular and frequent contact with L WDBs to provide updates and data on the progress of implementation of the integrated system and get necessary feedback for system and service development. Attend local, regional, state, or national meetings (along with other appropriate leadership and front-line staff) pertaining to IowaWORKSsystem, serving as the local representative responsible for sharing information with staff under their authority.
Supervise and evaluate the work of a subordinate staff; effectively recommends personnel actions related to selection, disciplinary procedures, performance, leaves of absence, grievances, work schedules and assignments, and administers personnel and related policies and procedures. Acts as a key step in all hiring decisions for staff under their authority.
Develop a thorough knowledge and understanding of all IowaWORKS program laws, regulations, and policies to ensure proper implementation within the workforce delivery system, including but not limited to: WIOA, Wagner-Peyser, Unemployment Insurance, RESEA, Veterans, Employer Services, PROMISE JOBS, and other related employment and training programs.
Communicate any program updates to all staff and coordinate training as needed to support their knowledge and skill development. Act as a resource and subject-matter expert on IowaWORKS, reviewing operational and customer data to ensure goals are being met. Gather, analyze, and report both qualitative and quantitative data to accurately reflect current local operations.

Minimum Qualification Requirements
Graduation from an accredited four year college or university and the equivalent of four years of full-time professional level experience in program administration, development, management or operations;
OR
an equivalent combination of education and experience substituting the equivalent of one year full-time required work experience for one year (thirty semester or equivalent hours) of the required undergraduate course work to a maximum substitution of four years;
OR
graduation from an accredited four-year college or university with a major emphasis in Business or Public Administration and three years of the qualifying experience;
OR
substitution of a Master's degree in Public or Business Administration for one year of the above experience;
OR
employees with current continuous experience in the state executive branch that includes the equivalent of one year of full-time work as an Executive Officer 1 or two years of full-time work as a Workforce Advisor.
