Marketing Statement
WMATA is seeking a dynamic, innovative, and team-oriented **Engineering Manager** to join its Fare Collection Engineering (FCE) team. This is an exciting opportunity to help modernize and manage fare collection systems across the WMATA and its regional partners. The FCE team is responsible for implementing major upgrades to faregates, fareboxes, fare vendor machines, parking equipment, point-of-sale devices, and back-office monitoring systems¿enhancing performance, reliability, and the customer experience.
As Engineering Manager, you¿ll provide strategic and technical leadership across the full lifecycle of WMATA¿s Automatic Fare Collection (AFC) systems¿from requirements and implementation to maintenance and monitoring. You will also play a key role in developing standards and criteria for the design, installation, testing, and preventive maintenance of AFC systems, while driving innovation and continuous improvement.

Minimum Qualifications:
Education
+ Bachelor's degree in Electrical, Civil, Mechanical or related Engineering discipline.
Experience
+ A minimum of eight (8) years diversified experience in managing and administering large-scale traction power or electrical engineering and construction programs as it applies to electrical power systems and/or heavy rail transit system, to include:
+ Experience in technical management, systems integration
+ Some supervisory experience
Certification/License:
+ Registration as a Professional Engineer in at least one of the signatory jurisdictions of the WMATA compact (i.e., Maryland, Virginia, or the District of Columbia)
+ Must acquire within one (1) year of hire and maintain for the duration of time in job
Preferred Qualifications
+ Bachelor's degree in electrical or electrical Power engineering
+ Registration as a Professional Engineer in at least one of the signatory jurisdictions WMATA compact (i.e., Maryland, Virginia, or the District of Columbia)
+ Management and Supervisory Experience

Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.
Job Duties:
+ Develops engineering plans, schedules, and estimates for Metro's systems design and construction program; advises and coordinates with various staff within Metro.
+ Provides overall direction for the resolution of engineering problems.
+ Supervises the work of engineers engaged in design development and review, and approval of design plans, shop drawings, technical analyses, and test documentation submitted to assure conformance with contract requirements.
+ Manages the technical design and constructability reviews of proposed construction contracts and the final review of as-built drawings; provides staff comments on the needed improvement of contract specifications and drawings.
+ Responds to field construction problems via in-house designs or coordinates with appropriate consultants and section designers; manages value engineering reviews that delineate the advantages and disadvantages of a contractor's proposals and renders conclusions, recommendations, and determinations as to the merit of the proposals.
+ Assists the Office of General Counsel (COUN) and the Office of Procurement and Material (PRMT) with technical advice pertaining to Metro construction contracts. Recommends which matters should be taken to court and provides expert witness testimony and similar services when requested.
+ Prepares or reviews and presents oral and written reports or recommendations as required.
+ Supervises staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate staff training is provided.
+ Makes recommendations to senior management on the application of new technology for the Metro's operating systems.
+ Coordinates with power maintenance managers and supervisors for the development of preventive, predictive maintenance instructions and engineering modification instructions. Evaluates the efficiency and effectiveness of preventive maintenance instructions and the engineering modification instructions
+ Continuously update specifications and standard drawings in accordance with lessons learned from projects and latest industry standards.

Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
