Preferred Qualifications
Considerable knowledge of public health grant writing and financial management/budgeting of grant funded programs. Extensive knowledge of TB related Ohio Revised Code and Ohio Administrative Code. Ability to compose original position papers and impact statements for public health and City of Columbus decision-makers. Experience developing and managing social service programming to address determinates of health that impact immigrant, refugee, and minority populations. Experience managing 340B drug purchasing programs, including Medicaid and third-party billing rules. Knowledge of refugee resettlement and immigration health screening processes established by the Centers for Disease Control and Prevention, Division of Global Migration. Strong interpersonal and communication skills. Ability to educate and collaborate with private and public service providers, community groups, and individuals. MSN, RN or MSW, LISW-S preferred.
Under general direction, is responsible for directing administrative and/or technical activities of a major comprehensive public health service or a department-wide administrative responsibility within Columbus Public Health; performs related duties as required.
Examples of Work
• Ensures program activities are consistent with public health responsibilities included in Ohio Revised Code 339.11, 339.71 – 339.89 and Ohio Administrative Code 3701-3-13 and 3701.15.
• Serves as point of contact to Office of the Franklin County Commissioners, Grants Coordinator.
• Collaborates with CPH fiscal liaison to plan, monitor, and report on program budget.
• Oversees overall program operations, establishes program goals, and monitors outcomes for National TB Indicators Project (NTIP), and internal quality measures.
• Serves as liaison to local, state, and federal public health agencies, hospitals, clinics, independent health care providers, and non-governmental organizations involved in TB prevention and control, and immigration health.
• Administers 340B drug program. This program aims to stretch scarce resources by purchasing medications at lower costs negotiated by federal officials housed within Health and Human Services (HHS). Processes for ordering from 340B suppliers and dispensing by contract pharmacies require specialized knowledge of processes and rules for allowable billing practices.
• Provides oversight and guidance to section managers for employee performance, service delivery and program operations.
• Ensures staffing mix is appropriate, well-trained and competent.
• Develops and modifies position specific orientation plans and associated performance standards, employee training and performance improvement plans.
• Serves as liaison and represents Health Department at meetings with federal, state, and local public health officials, area hospitals, clinics, and independent medical providers.
• May serve on national boards or committees focused on public health practice, tuberculosis or immigration health.
• Generates new or updates program policies and reviews clinical procedures.
• Oversees collection of TB surveillance and medical data; analyzes data to generate reports, draw hypotheses, develop program priorities and integrate quality improvement into TB related services and program activities.
• Advises scope and method of TB contact and source case investigations.
• Develops and maintains succession plan.
• Manages program specific contracts for medical and social services, supplies, and equipment.
• This position has local city, county, state, and federal level accountabilities.
Minimum Qualifications
Possession of a bachelor’s degree and five (5) years of experience in public health managing services , programs, or educational activities , two (2) years of which involved supervision. Substitution(s): Possession of a master’s degree may be substituted for one (1) year of the required non-supervisory experience.
