The Minnesota Department of Veterans Affairs (MDVA) is seeking an experienced and mission-driven professional to serve as the Deputy Director of Memorial Affairs. This leadership position provides statewide managerial and operational oversight for Minnesota’s State Veterans Cemeteries and associated memorial programs.
The Deputy Director ensures dignified, compliant interment and memorial services across all state veterans cemeteries while driving operational excellence, fiscal stewardship, workforce development, and continuous improvement. The role oversees federal compliance reviews, minor capital projects, budgeting, procurement, and policy implementation, and works closely with federal, state, and local partners—including the National Cemetery Administration—to uphold Minnesota’s standard of service to veterans and their families.
This position reports to the Director of Memorial Affairs and directly supervises Cemetery Administrators statewide. Frequent statewide travel will be required to the four locations in Little Falls, Preston, Duluth, and Redwood Falls to support cemetery operations. Periodic evening and/or weekend work are required to support events and commemorations.

Minimum Qualifications
+ One (1) year of managerial and/or supervisory experience directing staff and performance management.
+ Four (4) years of experience in public administration, Veterans affairs, memorial services, cemetery operations, or a closely related field.
Experience must also demonstrate the following:
+ Developing or managing operating budgets, procurement, or minor capital projects.
+ Interpreting and applying policies, regulations, or standards governing program compliance.
+ Preparing and presenting reports, policy drafts, or program updates to leadership or external partners.
Preferred Qualifications
+ Experience in cemetery operations.
+ Experience administering budgets, contracts, or federal grants.
+ Experience leading capital improvement or infrastructure projects.
+ Experience interpreting and applying union contracts and/or plans.
+ Experience developing or implementing policies, performance measures, or legislative initiatives.
