Role Summary
INTECON is seeking a seasoned Mission Assurance Project Manager to lead the High-Altitude Electromagnetic Pulse (HEMP) Program under the Missile Warning and Tracking Operations Support II contract. This role directly supports U.S. Space Force Mission Delta 4 by managing all HEMP-related efforts to protect critical missile warning and tracking systems from electromagnetic pulse threats. You will oversee HEMP program workflows, sustainment activities, and coordination with DoD stakeholders, ensuring mission-critical assets remain resilient and compliant with DoD and USSF hardening standards.
Key Duties & Responsibilities
+ Manage the end-to-end HEMP program workflow, including taskings, project milestones, and sustainment efforts to harden and protect Mission Delta 4 systems against electromagnetic pulse effects.
+ Prepare, update, and present program documentation, technical briefings, and status reports for Mission Delta 4 leadership and Department of Defense stakeholders, clearly communicating progress and issues.
+ Coordinate regular HEMP program leadership meetings, help establish program priorities, and document action items and decisions to drive follow-through on critical tasks.
+ Conduct site visits and inspections of HEMP-protected facilities/equipment, and generate reports on the status of Hardness Critical Items/Assemblies (HCIs/HCAs) to verify they meet required standards.
+ Submit and track requests for maintenance or corrective actions related to HEMP equipment via secure systems such as SIPRNet, CKNet, and CCAS, ensuring all issues are addressed in a timely manner.
+ Maintain an inventory of spare parts and test equipment for HEMP systems, and coordinate their use or replacement to sustain HEMP readiness.
+ Provide technical input and expertise regarding radio frequency (RF) and electromagnetic system performance as it pertains to HEMP protections, advising on potential vulnerabilities or improvements.
+ Review and contribute to policy recommendations for DoD and USSF HEMP regulations, helping to shape future guidelines based on field insights and best practices.
+ · Support the review of Technical Orders and promote standardization in HEMP program operations, ensuring that procedures across all sites adhere to common standards and protocols for electromagnetic protection.
Required Qualifications
+ Bachelor's degree in Project Management, Electrical Engineering, Systems Engineering or a related field – or equivalent experience.
+ 3+ years of project management experience, leading projects or programs in a technical field.
+ 3+ years of experience supporting or managing HEMP (High-Altitude Electromagnetic Pulse) programs, hardening initiatives, or related mission assurance efforts.
+ Familiarity with DoD and USSF HEMP regulations, standards, and the general Mission Delta 4 weapon systems environment (missile warning ground stations, satellite control sites, etc.).
+ Excellent organizational skills and the ability to manage multiple concurrent tasks, stakeholders, and deadlines in a high-stakes environment.
+ Strong written and verbal communication skills for interfacing with military leadership and technical teams, and for developing clear program documentation.
+ Active TS/SCI clearance (U.S. citizenship required).
Preferred Certifications / Experience
+ Project Management Professional (PMP) or similar certification, demonstrating formal project management training and proficiency.
+ Advanced knowledge or background in RF engineering or electromagnetic pulse hardening techniques.
+ Experience briefing senior DoD or USSF leadership on program status, challenges, and recommendations, particularly in a mission assurance or technical risk context.
