    **Job Title:** Technical Project Manager

    **Location:** Remote (Minnesota Residents Only)

    **Pay Range:** $66/hr

    **Term:** 1 Year Contract, potential extension

     

    What’s the Job?

     

    Description of Project

     

    The client is seeking an experienced applications technical-assessment lead to oversee the planning, facilitation, and delivery of a comprehensive inventory of underlying technologies (i.e., development tools, programming languages, frameworks, libraries, components, integrations, and versions) that comprise of existing 500+ business applications (custom built and commercial; hosted on workstations, servers, cloud).

     

    The resulting inventory will provide the client with the enhanced data-driven analysis and insights needed to support future application modernization and standardization efforts.

     

    At a high level, the resource will develop, propose and oversee execution of a comprehensive technical assessment plan including the facilitation and delivery of a complete and accurate inventory of underlying technologies that comprise each application (i.e., dev tools, app dev languages, frameworks, components and associated versions). Regularly report progress, findings, and inventory results directly to senior IT leadership or governance bodies, preparing executive-level summaries and detailed technical documentation.

     

    The result of this work and its deliverables will enhance existing application inventory data and provide deep current-state technical information about all the client's applications. Combined with existing application inventory data, the deliverables will improve the client's ability to provide necessary data-driven analysis/insights that inform the modernization and standardization efforts needed for a modernized application portfolio.

     

    The deliverables also result in improved ability for the client to ensure applications and their underlying technologies are proactively kept on supported versions of underlying technologies and do not go out of support; mitigating risk to the client's systems, services, and data. This enhanced ability to measure performance of existing technologies and how well they are delivering value to the client, track and proactively avoid risks. It offers critical input and insights on future technologies, modernizations, and technology investments to the client.

     

    This work is expected to be primarily remote, off-site.

    Sample Tasks

    + Develop/propose and independently execute on a comprehensive technical assessment plan, that includes, but not limited to, schedule, work efforts needed, resource planning, progress tracking, and risk mitigation strategies.

    + Perform deep technical assessments of workstation and server hosted applications, custom-built and commercial, and Cloud hosted; fully assessing the current-state technologies used by all the client's applications.

    + Identify and document the underlying technologies that comprise each application (i.e., dev tools, app dev languages, frameworks, components and associated versions).

    + Regularly prepare, report progress, findings, and inventory results directly to senior IT leadership or governance bodies, preparing executive-level summaries and detailed technical documentation.

    + Collaborate and work cross-functionally with technical staff and leadership, business partners as needed.

    + Document and transfer knowledge to state staff as assigned/requested.

    Desired Skills and Qualifications

    + **Leadership, Collaboration & Communication**

    + Independently led at least two (2) multi-phase technical assessment and delivery engagements of enterprise applications, typically involving portfolios of dozens or hundreds of applications (custom built and commercial; hosted on workstations, servers, cloud).

    + Strong ability to collaborate and work with cross-functional IT contributors assisting with technical analysis and data collection, ensuring completeness, consistency, and accuracy of collected data.

    + Strong ability to foster a collaborative and inclusive working environment, building and maintaining constructive, effective relationships with technical teams, project stakeholders, and leadership, while overseeing a smooth assessment execution.

    + Ability to describe complex technical concepts in plain language and free from technical jargon.

    + **Technical Background and Skill Level**

    + Demonstrated senior-level technical capabilities, with seven (7) or more years in related and progressive technical roles; evidence of repeated, successful engagements is valued more than tenure alone.

    + Demonstrated experience in technical roles where contributions of the role resulted in comprehensive technical application assessment plans.

    + Ability to apply systems thinking, understand existing technical artifacts, functional business requirements, technical specifications, technical designs, and architectural diagrams.

    + Advanced technical understanding of application design and development methodologies, including resources, programming languages, code libraries, frameworks, components, and user interfaces.

    + Technical knowledge and proficiency in object-oriented programming and design, including Java, .NET and C#, is beneficial.

    + Technical knowledge and experience with developing and running SQL queries surfacing insights and information.

    + Technical knowledge and experience with development and management tools, i.e., Azure Dev Ops, GitHub and Repo Management, Visual Studio Professional IDE and archetypes.

    + Experience and advanced understanding of application development environments and technologies, i.e., Java Script, jQuery, XML, JSON, REST, SOAP, CSS, HTML, PHP, python, SQL Server, dependencies, integrations, security and monitoring.

    + **Planning & Scope Management**

    + Independently planned and managed scope of two (2) or more full-cycle engagements (plan → assessment → execution → delivery) for comprehensive technical assessment plans, including schedules, roadmaps, resource planning, progress tracking, and risk mitigation strategies.

    + Ability to effectively manage work in an Agile development environment.

    + **Accountability & Validation**

    + Demonstrated experience of at least two (2) technical assessment and delivery engagements where the role served as the working accountable lead (e.g., not as participant/contributor role) responsible for the following:

    + Providing executive-level summaries, status updates, findings, and delivering inventory results directly to senior IT leadership or governance bodies.

    + Performing hands-on technical assessment and delivery; performing planning and scope management, collaboration, leadership, and execution.

    + Validating findings, clarifying undocumented components, and ensuring complete and accurate information is delivered.

    + **Actionable Results**

    + Demonstrated experience of at least two (2) technical assessment and delivery engagements where the role served as the working accountable lead that resulted in actionable and measurable deliverables that supported data-driven decision-making.

     

    Recognized for coaching, mentoring, and adapting frameworks and approaches to client maturity and needs rather than applying “cookie cutter” or rigid approaches
