+ Introduction
The State of Connecticut (https://portal.ct.gov/) , Department of Transportation ( DOT (https://portal.ct.gov/DOT) ) is now seeking applications from its internal employees to fill two Property Agent 2 (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=7501FE&R1=&R3=) positions in the Division of Rights of Way (https://portal.ct.gov/dot/bureaus/engineering-and-construction/engineering?language=en\_US) , in Newington, CT.
THE ROLE:
The Division of Rights of Way is currently comprised of three sections: Appraisals & Property Management, Administration & Titles, and Acquisition & Relocation. Property Agent 2 positions are currently available in Property Management and Administration.
Property Management:
The Property Management section is responsible for leasing and selling state property in accordance with state and federal law. It is responsible for managing the real property acquired for proposed construction projects. Upon completion of construction, this office handles the sale and lease of properties that are in excess of transportation needs. The Property Agent 2 serves as a lead over lower-level staff and facilitates the leasing and sale of state-owned properties to generate income for the Department’s Capital Program.
Administration:
The Administration unit is responsible for project management of property acquisitions for transportation projects, outdoor advertising control, utility coordination and records retention. A critical function is property acquisition through eminent domain in accordance with state and federal laws, in support of the Department’s Capital Program. The Property Agent 2 serves as a lead over lower-level staff and performs the most complex tasks associated with the responsibilities of the unit, to ensure project delivery does not fall behind schedule.
The Property Agent 2 provides real estate expertise to project designers to minimize property impacts and damages, coordinates property acquisition with construction schedules, and provides expertise in title searching and closings. This position requires constant communication on project development in the Capital Program, coordination of project scheduling and property acquisitions with emphasis on project delivery.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency having a real property appraisal and acquisition and/or commercial leasing function this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical phases of property appraisal, acquisition, relocation, leasing, sale or revenues management.
EXAMPLES OF DUTIES
WORKING LEAD LEVEL
+ As assigned by a supervisor, distributes, prioritizes, oversees and reviews office unit work;
+ Provides staff training and assistance;
+ Conducts or assists in conducting performance evaluations;
+ Acts as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit office policies and standards;
+ Prepares reports and correspondence;
+ Performs related duties as required.
ADVANCED WORKING LEVEL
+ Leads or participates in field investigations and negotiations necessary for purchase, lease or tenant occupancy of land, buildings, other improvements, easement rights or revenue development;
+ Prepares commercial leases, agreements, deeds and related documents;
+ Oversees relocation activities and makes suggestions as to appropriate courses of action;
+ Prepares appraisals of real property to be acquired, sold or leased;
+ Prepares cost estimates, title searches, deeds and condemnation documents;
+ Inspects designated properties to determine scope of projects and areas to be affected;
+ Testifies in court in condemnation proceedings to sustain values recommended;
+ Recommends alterations where such changes will result in a more reasonable award to property owners;
+ Supervises disposal of excess properties through transfer to other state agencies or formal or informal bids to the public;
+ Monitors tenant compliance with lease agreements;
+ Establishes and maintains liaison with engineers, engineering consultants, municipal agencies and other state agencies in connection with property appraisal and acquisition activities;
+ May review appraisals submitted by staff or fee appraisals for conformance to proper valuation techniques;
+ May be assigned special projects;
+ May supervise rental and leasing of state-owned properties;
+ May develop and manage specific properties or leases to enhance revenue production;
+ Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
+ Considerable knowledge of methods and practices of land acquisition by purchase or condemnation;
+ Knowledge of
+ real estate appraisal;
+ relevant state and federal laws, statutes and regulations concerning relocation of displaced property owners and tenants, public utility location and relocation as they affect rights of way processes, property and commercial leases, service contracts, space rental agreements, tenant and lease holder rights;
+ effect on property values of deed restrictions, zoning ordinances, setbacks, assessments and encroachments;
+ property management including lease negotiation, needs assessment, proposal analysis and revenue enhancement;
+ Considerable
+ interpersonal skills;
+ oral and written communications skills;
+ Ability to utilize computer software;
+ Supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of technical experience in rights of way, real estate appraisal, land acquisition, sale of real property, commercial leasing or property management.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
+ Certification by the International Right of Way Association as a Senior Right of Way Professional may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
+ Experience with Right of Way principles, practices, and processes.
+ Experience reading and interpreting transportation design plans and property maps.
+ Experience serving as a liaison with other Department units, outside officials, municipalities, consultants, and the public.
+ Experience leading people.
+ Experience managing and prioritizing a diverse workload and meeting deadlines.
+ Experience with Connecticut General Statutes and the Code of Federal Regulations as it applies to Right of Way functions.
+ Experience with federal, state, and municipal funding for transportation projects.
+ Experience analyzing problems and recommending solutions.
+ Experience with relevant federal, state, agency and bureau manuals, policies, directives, and procedures.
+ Experience with interpersonal skills, presentation skills and oral and written communication skills.
SPECIAL REQUIREMENTS
+ Incumbents in this class involved with the appraisal of real property must successfully complete agency-specified real estate appraisal courses and possess and retain a current Connecticut Real Estate Appraiser license and either a Residential and/or General appraiser certification as required by the position.
+ Incumbents in this class may be required to travel.
+ Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
