Position Description
Job Summary:
The Manager IC-Compliance plays a critical role in supporting the Compliance Team and Pipeline Management to ensure adherence to Department of Transportation (DOT) and Pipeline and Hazardous Materials Safety Administration (PHMSA) regulations (Parts 192 and 195). This position serves as a key liaison between Pipeline Management, SCADA, Operations, and IT, with a focus on compliance, system integration, audit readiness, AI/BI productivity tools, and operational excellence. The role includes leading the development and implementation of IT solutions that support Pipeline Management initiatives and training Gas Control personnel on new technologies.
Key ResponsibilitiesReporting and Compliance:
+ Prepare and deliver monthly compliance reports.
+ Ensure regulatory compliance through tools and activities such as API 1165 Reviews and Alarm Management Plan Reviews.
+ Respond to regulatory data requests and provide inspection support for CRM.
+ Develop and standardize Alarm Management Plans (AMP) for East and West systems.
+ Assist with the rollout of tools like Park Tool and develop a comprehensive Alarm Dictionary.
+ Conduct workload analyses.
+ Prepare for and participate in internal and external audits, including PHMSA inspections and CRM audits.
+ Coordinate audit documentation, responses, and follow-up actions.
IT Collaboration. Software Implementation, and Analytics:
+ Lead the design, development, and implementation of AI/BI software tools for Pipeline Management’s business, and compliance related needs.
+ Partner with IT, engineering, operations, and customer service to align analytics solutions with business needs.
+ Collaborate with IT teams to ensure software solutions meet business requirements, operational and regulatory compliance needs.
+ Participate in software testing, validation, and user acceptance processes.
+ Develop and deliver training programs for Gas Control personnel on new software tools and system updates.
+ Provide regular updates to leadership on project statuses, risks, and strategic opportunities.
+ Deliver strategic insights through advanced analysis and compelling data visualization and presentation.
+ Manage SCADA projects and asset integration for new and existing pipeline systems.
+ Conduct failover/failback testing and monitor change orders via Jira.
+ Maintain SCADA graphics standards and act as the IT SCADA Liaison.
+ Manage NT Admin distribution list updates and assist with telecom-related issues.
+ Provide emergency gas control support and oversee backup site testing (Brookhollow and COS).
+ Maintain SCADA ERL lists and host gas control tours.
+ Conduct SCADA training for new controllers.
SCADA System Administration:Operational Support:Manage electric invoice forecasting and QBR data reporting.
Position Requirements
Education:
Bachelor's degree in Business or related studies required.
Experience & Minimum Qualifications:
+ At least 10+ years of technical experience providing business process and system design solutions
+ Expert analytical skills, experienced at evaluating existing business functions and producing strategies associated with operational systems, data communications, data warehousing and building meaningful reports that align with compliance strategies.
+ Strong organizational and time-management skills; capable of handling multiple projects in a dynamic environment.
+ Proficiency in SharePoint, Word, Excel, and PowerPoint.
+ Excellent written and verbal communication skills with the ability to convey complex technical concepts to non-technical audiences.
+ Ability to deliver effective presentations.
+ Knowledge of PHMSA compliance requirements.
+ Experience in the Natural Gas Industry and Gas Control operations.
+ Familiarity with IT project lifecycle and software implementation best practices.
+ Experience supporting or leading audit preparation and participation.
+ Experience in data engineering, system integration, and automation
+ Record of developing and implementing complex BI tools and analytics solutions
Preferred Skills:
+ Knowledge of PHMSA compliance requirements.
+ Experience in the Natural Gas Industry and Gas Control operations.
+ Familiarity with IT project lifecycle and software implementation best practices.
