    Summary The lead MST QA/System Redesign will serve as the monitoring specialist for all activities of SPS to ensure compliance with established standards and regulations, maintaining accurate records for tracking, and collaborating with Infection Control to validate SPS policies on cleaning and sterilization as it relates to manufacturer information for use, standards and mandates. Responsibilities Functions/Duties: Works closely with Quality Nurse(RMD) to analyze data and make recommendations to correct quality control problems. Compile information, evaluate facts, document findings, and prepare reports. Monitors the process of cleaning/decontamination, sterilization, reprocessing, and distribution of critical and semi-critical RMD (including the use of bacteriological controls, principles and methods of sterilization, packaging, and assembly). Maintains a system of internal and external reviews ensuring overall compliance of all critical and semi-critical RMD. Tracks and analyzes required documentation. Ensures SOPs, Policies, and SPS mandates are followed during the performance of workflow. Assess the quality and quantity of work by reviewing the cleaning, reprocessing, and distribution of technical medical equipment, material, and instrumentation. Provides information to management officials concerning performance issues, assignment changes, task completion, and competency review. Instructs employees on work-related activities, policies, procedures, and goals. Utilizes advanced functions of instrument tracking system to manage RMD throughout the facility and troubleshoots computer programs related to SPS operations. Responsible for continuous quality improvement projects that result in improved services to all customers Assesses, validates, and documents employee competencies (annual and ongoing). Assesses the quality of work by reviewing the cleaning, reprocessing, and distribution of RMD. Utilizes advanced functions of instrument tracking system to manage documentation of quality assurance throughout the facility. Collaborates with Quality Nurse (RMD) to identify and develop process improvement projects. Maintain quality process which maximizes efficiency and promote continuous improvement. Works in decontamination, assembly, sterilization, distribution, GI and HLD as needed. Other duties as assigned. Work Schedule: Monday - Friday, weekends and holidays as needed (Rotating Shifts) Recruitment Incentive (Sign-on Bonus): Not Authorized Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade). Experience and/or Education: Experience: Six (6) months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; or, Education: One (1) year above high school that included at least six (6) semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; or, Experience/Education Combination: Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Certification: None. Foreign Education: To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U. S. programs. English Language Proficiency: Medical Supply Technician (MSTs) must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-08 Experience. One year of experience equivalent to the next lower grade level. Experience to the next lower grade includes: Detailed knowledge of complex surgical instruments used in operating rooms and clinic settings. Ability to assemble specialty operating room and clinic instrument sets. In-depth knowledge of sterilization and cleaning equipment. Ability to communicate both orally and in writing in order to convey information and thoughts to others. In addition to the experience above, the candidate must demonstrate the following KSAs: 1. Ability to read and interpret written procedures and select appropriate action in order to instruct staff in correct procedures and protocols for completing assignments. 2. Ability to communicate orally and in writing to ensure staff compliance with written directives, rules and regulations. 3. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. 4. Knowledge of sterility principles in order to instruct staff on decontamination procedures. 5. Ability to lead individuals, manage priorities, and schedule work assignments. Preferred Experience: Two to five years experience as Lead MST and or QA MST Ability to manage, interact and deal with individuals of varying backgrounds. Ability to direct staff and manage tasks to be completed. Ability to oversee and guide all aspects of decontamination, preparation, sterilization, monitoring, and distribution of RMD to ensure quality assurance and infection control. Ability to collects data, monitor staff compliance with relevant policies, directives, and standards, provides reports detailing trends, and provides direct staff support. Ability to evaluate quality of staff work, identifying training needs, providing on the spot training. Physical Requirements: This work is performed in various settings: decontamination, preparation, clean sterile supply (preparation) and in other services and departments throughout the medical facility/campus. The incumbent may be required to work in areas that are hot, cold, drafty, and poorly lighted. The employee is subject to the possibility of falls, scrapes, cuts, bruises, and other injuries from material handling equipment. The work requires standing and walking during the entire workday and frequent bending and lifting of packages (occasionally weighing as much as 50 pounds). The work requires dexterity and visual acuity for manipulating, disassembly and assembly of instrumentation.
