Position Summary
The Senior Environmental Safety & Health Engineers monitor and assesses environmental, safety and health (ESH) compliant construction and related activities. Personnel also support resolving issues associated with interfaces between different executing organizations working on the project often with disparate ESH policies and procedures.
Primary Responsibilities
+ Maintain current knowledge of Federal and State safety and health regulations as they pertain to the safety and health program.
+ Reviews safety and health requirements and hazard controls.
+ Develops and implements inspection policies and procedures
+ Maintain, at the jobsite, a logbook of inspections, safety meetings, and other project related activities.
+ Provide safety and health planning support at the project-level.
+ Completion of focused assessments; evaluation and analysis of issues and development and review of corrective actions in area of specialty; and participation in related meetings and briefings.
+ Provides monitoring and assessment of ongoing construction activities and ensures participation on teams supporting reviews and adequacy of planning preparation for future work entering or actively in design.
+ Communicates internally and externally through the annual Y-12 PMO Assessment Plan, which is a working document managed by Y-12 PMO leadership and subordinate Division Directors throughout the year with input from support contractors.
Job Knowledge/Qualifications
+ Subject Matter Expert Support in the following ESH engineering disciplines/programs:
+ General Safety
+ Industrial Hygiene
+ Construction Safety
+ Environmental Compliance
+ Electrical Safety/NFPA
+ Subject Matter Expert Support in regards to deliverables:
+ Accurate/Complete: Facts and actions are accurately captured; Properly routed (based on discussion with PMO Federal staff or established PMO guidelines) with comments addressed and communicated; Issued in accordance with site specific security and review procedures
+ Timely: Delivered within established timeframe
+ Quality: Deliverables are fully edited (no grammar/syntax errors); Presentation is professional, clear, concise, and logical.
+ Work may be required outside normal business hours and sometimes on short notice
+ Construction Health and Safety Technician (CHST) or Certified Safety Professional (CSP) designation preferred
Required Education and Experience
+ Bachelor’s degree from accredited institution in Engineering, Occupational Safety and Health, Industrial Hygiene, Environmental Science, or other related discipline
+ Minimum 10 (ten) years’ experience ensuring compliance with ESH regulations and requirements on large (greater than $10M) construction projects
Clearance and Health Regiments
+ Must have the ability to possess or obtain a DOE/NNSA “Q” Clearance
+ Criminal Background Check
+ Pre-placement Drug Screening
