The Business Analyst II supports the FDA Records Management project by assisting in the analysis, documentation, and validation of business and functional requirements. This entry-to-mid-level role provides essential coordination between business users, records management staff, and IT developers to ensure that upgraded or new systems align with operational needs and federal records management regulations. The analyst will help document current processes, gather user feedback, and support testing and implementation activities under the guidance of senior staff.
Responsibilities
+ Assist in gathering, documenting, and managing business and functional requirements for records management and document control systems.
+ Participate in stakeholder interviews and working sessions to understand user needs and system pain points.
+ Help map current (“as-is”) processes and document proposed (“to-be”) workflows.
+ Support development of user stories, acceptance criteria, and requirements traceability matrices (RTMs).
+ Collaborate with the project team to ensure business needs are accurately reflected in system configurations and design.
+ Assist in preparing business process diagrams, and other supporting documentation.
+ Participate in test case development, user acceptance testing (UAT), and validation of system enhancements.
+ Support records governance and compliance documentation in alignment with FDA, NARA, and federal mandates.
+ Contribute to training, communications, and activities related to new or updated system features.
+ Maintain organized documentation and assist with project reporting and tracking activities.
Qualifications
+ Bachelor’s degree in Information Systems, Business Administration, or related field.
+ 3-5 years of experience supporting business or systems analysis, preferably within a federal or regulated environment.
+ Foundational understanding of records or content management concepts.
+ Strong analytical, problem-solving, and documentation skills.
+ Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Visio).
+ Excellent written and verbal communication skills and attention to detail.
+ Exposure to electronic content or records management systems (e.g., OpenText, SharePoint and Microsoft products)
Desired Qualifications:
+ Familiarity with Agile methodologies or hybrid SDLC processes.
+ Basic understanding of federal records management policies and data governance principles.
