    The Georgia Department of Labor is accepting applications to fill the Chief Information Officer position for the Information Technology Division at the Georgia Department of Labor Headquarters in downtown Atlanta, Ga .

    Position Overview

    The Chief Information Officer (CIO) serves as the executive leader for technology and digital transformation across the organization. This role is responsible for developing and implementing an enterprise-wide IT strategy, based on the agency strategy, that enhances service delivery, strengthens cybersecurity, improves data-driven decision-making, and ensures equitable, secure, and efficient technology access for all stakeholders. Furthermore, the role is a key empowering voice for serving the business needs of the agency.

     

    The CIO is a part of the executive team and partners with agency leadership to modernize systems, optimize business processes, and deliver innovative technology services that improve the constituent and employee experience. The CIO will have overall responsibility for the Information Technology workforce for the agency with one or more direct reports. Currently, the CIO position will report to the Chief Operations Officer.

     

    The salary for this position will be commensurate with experience.

    Duties and Responsibilities:

    1. Strategic Technology Leadership

    + Develop and execute a comprehensive IT and digital modernization strategy aligned with the agency’s mission and strategic plan.

    + Serve as a trusted and visionary advisor to the executive leadership team on technology policy, innovation, and investment priorities.

    + Lead enterprise architecture planning, ensuring systems are interoperable, scalable, and secure and build technology leadership capability now and in the future.

    + Foster collaboration across departments to enable enterprise-wide integration and shared technology services and break down barriers between teams.

    2. Digital Government & Service Delivery

    + Champion transformation initiatives and concepts that streamline services, improve accessibility, and enhance transparency.

    + Oversee modernization of legacy systems and adoption of cloud, AI, and automation technologies to improve efficiency where appropriate.

    + Drive innovation through data analytics and open data programs, enabling informed public policy and operational insights.

    3. Cybersecurity, Privacy, and Compliance

    + Direct the organization’s cybersecurity and data protection strategy, ensuring compliance with federal, state, and local mandates (e.g., NIST, FedRAMP, CJIS, HIPAA).

    + Establish robust risk management, disaster recovery, and incident response programs.

    + Promote a security-first culture through workforce education and policy enforcement.

    4. IT Operations & Service Excellence

    + Oversee IT operations, infrastructure, and enterprise applications to ensure reliable, efficient, and accessible technology services.

    + Implement performance management frameworks and service-level agreements (SLAs) to improve responsiveness and quality.

    + Manage vendor contracts, shared service agreements, and technology procurement in accordance with public-sector requirements.

    5. Data Governance & Analytics

    + Establish and lead an enterprise data governance framework that promotes data integrity, interoperability, and responsible use.

    + Support and expand use of data analytics and business intelligence to support decision-making and performance improvement.

    + Drive initiatives to increase data transparency and trust through regular, systemic reporting mechanisms and protocols aligned with government entities and internal partners.

    6. Leadership, Workforce, and Culture

    + Build and lead a diverse, high-performing IT organization committed to public service and innovation. Develop a bias for action culture and help employees move away from legacy approaches to technology.

    + Promote professional development and skills growth in emerging technologies, cybersecurity, and agile practices.

    + Foster a collaborative and customer-centric culture that partners with internal stakeholders and external agencies.

    7. Financial & Resource Management

    + Oversee IT budgeting, cost optimization, and strategic investment planning.

    + Ensure responsible stewardship of public funds while delivering measurable value through technology initiatives.

    + Other duties may be assigned at the discretion of leadership.

    8. Success Measures for the position will include, but not be limited to the following:

    + Delivery of modern, secure, and constituent-centered technology services and capabilities

    + Measurable improvements in service delivery efficiency, accessibility, and satisfaction.

    + Enhanced cybersecurity posture and data governance maturity.

    + High levels of IT workforce engagement, retention, and skill development.

    + Strong alignment between technology investments, people growth and future agency objectives

    Qualifications

    + Bachelor’s degree in information technology, Computer Science, Public Administration, or a related field (master’s preferred).

    + 10+ years of progressive IT leadership experience, with at least 5 years in a senior management role.

    + Proven record of leading enterprise modernization, cybersecurity programs, and overall transformational efforts in a technology space. Ability to guide the implementation of a fundamental shift to Agile methodologies and approaches from legacy.

    + Strong knowledge of technology standards, processes, and compliance frameworks.

    + Exceptional leadership, communication, and stakeholder engagement skills, including collaboration with a wide variety of stakeholders.

    Leadership Competencies:

    + Capable in innovation and change management within the technology space

    + Develop and champion cross-agency collaboration

    + Promote and insist upon data-driven decision-making

    + Possess direct communication abilities coupled with integrity and transparency
