Job Summary
The TRIO Upward Bound Program Coordinator Counselor supports the Program Director in coordinating, implementing, and supervising a range of student services designed to promote academic achievement, personal development, and college readiness for eligible high school participants. This role oversees guidance and counseling activities, cultural enrichment opportunities, and motivational programming, ensuring that students receive high-quality, consistent support that aligns with federal regulations and program objectives.
The Coordinator Counselor plays a key role in fostering a positive learning environment, monitoring student progress, and contributing to the comprehensive success of the Upward Bound Program.
Essential Duties and Responsibilities:
Student Advising, College Preparation, and Program Compliance
+ Provide comprehensive counseling services, including individual and group sessions, college preparation support, financial literacy guidance, scholarship assistance, and workshops on study skills, time management, academic enhancement, and personal development.
+ Monitor student academic progress and college admissions milestones; collect acceptance letters, conduct senior exit interviews, verify postsecondary enrollment, and provide ongoing follow-up and support.
+ Facilitate test preparation initiatives, including PSAT , SAT , and ACT readiness workshops, and interpret standardized test results to inform instructional strategies.
+ Maintain accurate and up-to-date student records, counseling logs, required release-of-information forms, and documentation needed for compliance and reporting.
+ Assist with student recruitment efforts through school visits and outreach, ensuring clear communication and obtaining Program Director approval for all program-related materials.
+ Support the Program Director in meeting grant objectives, adhering to regulatory requirements, and contributing to accurate completion of the Annual Performance Report ( APR ).
Academic Planning, Assessment, and Progress Strategy Development
+ Develop an academic work plan with each student at the start of every semester.
+ Use assessment tools to identify each student’s strengths, weaknesses, and areas needing remediation.
+ Discuss strategies and steps for improvement based on assessment results.
+ Obtain student transcripts prior to completing the Federal Annual Performance Report.
+ Utilize key resources, including report cards, transcripts, credit sheets, diagnostic tests, test scores, and the Academic Work Plan Form.
Data Monitoring, Academic Evaluation, and Performance Analysis
+ Compile, interpret, and summarize student academic data throughout the year.
+ Monitor student progress using grade reports, test scores, teacher evaluations, and assessment instruments.
+ Evaluate tests administered by core subject instructors and determine student performance by grade level.
+ Provide program instructors with progress report and report card information.
+ Utilize key resources such as student progress reports, report cards, transcripts, and PSAT test materials.
Program Activities, Enrichment Coordination, and Student Engagement
+ Assist in planning and implementing academic year activities to support student success.
Participate in individual staff meetings with the director to align support strategies for students.
+ Carry out duties outlined for the residential component of the summer program.
+ Coordinate college tours and cultural enrichment activities (e.g., museum visits, guest speakers, career seminars).
+ Provide opportunities for students to explore various careers and increase exposure to the cultural arts.
+ Utilize available resources such as telephone, computer, fax machine, college catalogues, and college handbooks.
Staff Training, Supervision, and Summer Program Preparation
+ Provide staff training prior to the summer program to ensure alignment with program objectives.
+ Supervise residence hall staff and student tutors during preparation and throughout the program.
+ Use on-the-job training methods and review responsibilities outlined in the grant proposal.
+ Carry out duties under the supervision of the Program Director.
Academic Skills Development and Instructional Support
+ Conduct academic skills development sessions to support student transition from middle school to high school and onward to postsecondary education.
+ Meet with students during the six-week summer residential program.
+ Facilitate academic sessions on Saturday mornings during the academic year.
Alumni Follow-Up, Postsecondary Tracking, and Continued Support
+ Provide academic advice and assistance to former Upward Bound students throughout the year.
+ Conduct ongoing follow-up to monitor their postsecondary progress, success, and educational status; utilizing various resources.

Minimum Qualifications
+ Master’s degree in Guidance and Counseling, Education, or a related field.
+ Basic knowledge of Education Department General Administrative Regulations ( EDGAR ) and relevant sections of the Code of Federal Regulations governing the Upward Bound Program.
+ Familiarity with allowable and non-allowable costs associated with federally funded TRIO programs.
+ Understanding of the objectives and mission of the Upward Bound Program.
+ Strong knowledge of the Federal Financial Aid process.
+ Demonstrated ability to communicate effectively both orally and in writing.
+ Demonstrated ability to develop and facilitate workshops in areas such as study skills, financial literacy, and other student development topics.
+ Ability to coordinate small-group activities and cultural/enrichment trips and accurately document their purpose and outcomes.
+ Ability to monitor student academic progress, report findings to the Program Director and instructional staff, and make informed recommendations for student support.
Preferred Qualifications
Preferred qualifications include exposure to grant writing or assisting with project proposals, along with proven ability to utilize student databases, data-tracking systems, and relevant digital platforms, including social media, to support communication, monitoring, and outreach efforts.
The ideal candidate will possess considerable experience serving as a counselor within an Upward Bound or comparable college access program, specifically supporting students from disadvantaged or underrepresented backgrounds. They should demonstrate a strong foundation in counseling—both individually and in groups—as well as familiarity with student assessment practices, program planning, and the development of targeted interventions.
Conditions of Employment
+ This is a full-time, in-office position located on the campus of Old Dominion University.
+ Office hours are Monday through Friday, 8:00 a.m. – 5:00 p.m.
+ Must be available to work occasional evening and weekend events, as well as overnight travel for conferences and student trips.
