    Wage:

    **Specialist I (Non-Exempt):** $33.00 to $50.82 Hourly

    **Specialist II (Exempt):** $77,105.60 to $118,768.00 Annually

    **Specialist III (Exempt):** $86,569.60 to $139,380.80 Annually

     

    Typically, selected candidates are hired at a salary rate between the minimum and midpoint of the range.

    Position Summary

    Under general supervision, this position manages continuous improvement events, corrective action events and projects with varied levels of priority/risk/scope. The primary responsibility is to lead and advance assigned projects and ensure improvements and corrective actions are implemented successfully and, in a manner, consistent with the Continuous Improvement Department.

    Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following:_

     

    + Collaborate and communicate effectively with stakeholders at all levels to foster a positive culture of continuous improvement and problem identification.

    + Provide coaching on specific direction, recommendations and support to process owners and senior leaders in improvement and corrective action initiatives.

    + Champions use of data. Analyzes and presents data that is user-friendly.

    + Ensure proper documentation of project progress and status via designated department tools and resources.

    + Stays current on best practices and methodologies in area of expertise.

    + Identifies and minimizes obstacles inhibiting project progress, including technical and adaptive obstacles.

    + Identify outcome metrics and other performance metrics to drive measurable results.

    + Advances assigned department strategy and road map initiatives.

    + Facilitate meetings with stakeholders while also providing feedback and insight.

    + Completes projects/initiatives within reasonable or assigned timeframe.

    + Utilizes professional and independent judgment and discretion to ensure project is successful.

    + Incorporates change management principles into project.

    + Demonstrated commitment to Grant PUD’s mission, vision, values, strategic plan, and Grant PUD / IBEW Local 77 Code of Excellence. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.

    + Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.

    + Actively participate in all aspects of our safety program, including but not limited to:

    + Following all safety policies and produces.

    + Alerting supervisors and coworkers to unsafe or hazardous working conditions.

    + Reporting any safety incidents or close calls within 24 hours to your supervisor.

    + Accepting feedback from supervisors and coworkers regarding your own safety performance.

    Specific Functions:

    Continuous Improvement Level I

    + Educates process owners on CI methodology and tools, including Kata, Lean, Six Sigma, and other industry accepted practices.

    + Leads departments level process improvement projects with process owner with mentorship from more senior program analysts.

    + Performs various functions as needed related to the CI team’s core services: process mapping, standard work development, improvement coaching, education/training and partnership in workshop facilitation.

    Corrective Action Program Level I

    + Educates process owners on CAP methodology and tools outlined in the cause evaluator manual.

    + Performs various functions related to the CAP team’s core services: facilitation of the Corrective Action Review Board (CARB), and the Condition Review Team (CRT), achieving proficiency in all aspects of these critical activities.

    + Receives cause evaluation mentorship from senior CAP team members.

    Continuous Improvement Level II

    + Lead cross-functional groups through continuous improvement to achieve measurable results.

    + Demonstrates high level proficiency in CI core services: Process Mapping, standard work development, improvement coaching at cross functional level, education/training and small group workshop facilitation.

    Corrective Action Program Level II

    + Lead cross-functional groups through cause evaluations at all levels of significance to achieve measurable results.

    + Demonstrate a high level of proficiency in all functions of the CRT.

    Continuous Improvement Level III

    + Facilitates Continuous Improvement workshops related to various district initiatives.

    + Coaches and educates all levels of management including executives in CI tools and methodology.

    + Demonstrates high level proficiency in CI core services: Process Mapping, standard work development, improvement coaching at cross functional and strategic initiative level, education/training and independent workshop facilitation.

    Corrective Action Program Level III

    + Facilitates corrective action program events related to various district initiatives.

    + Coaches and educates all levels of management including executives in CAP tools and methods.

    + Demonstrates high level proficiency in CARB assisting the CARB chairperson in guiding the discussions taking place with the CARB members.

     

    Required Qualifications: (Education and Experience, License, and/or Certification)

    Level I:

    + Associate degree OR one-year additional experience in lieu of education may be considered.

    + 1-2 years' experience in applying continuous improvement principles, problem identification and resolution, corrective action program or similar field of work.

    + 1-2 years' experience in continuous improvement and/or cause evaluation coaching and facilitation.

    + Lean Six Sigma Yellow Belt OR Industry Equivalent Lean Certification

    + Prosci Change Management Certification within one year of hire

    + Root Cause Analysis Facilitator Training within one year of hire

    Level II:

    + Associate degree OR one-year additional experience in lieu of education may be considered.

    + Lean Six Sigma Green Belt OR Industry equivalent lean certification

    + 2-3 years’ experience in applying established industry accepted continuous improvement principles, problem identification and resolution, corrective action program or similar field of work.

    + 2-3 years' experience in continuous improvement and/or cause evaluation coaching and facilitation.

    + Prosci Change Management Certification within one year of hire

    + Root Cause Analysis Facilitator Training within one year of hire

    Level III:

    + Bachelor's degree in business administration, management, project management, operations management, engineering or related field OR two years additional experience in lieu of education may be considered. OR completion of apprenticeship program.

    + 3-5 years' experience in applying established, industry accepted continuous improvement principles, problem identification and resolution principles, corrective action program or similar field of work.

    + 3-5 years of general work experience where critical thinking and process improvement skills are practiced.

    + 3-5 years’ experience in Continuous Improvement project coaching and facilitation.

    + Prosci Change Management Certification within one year of hire

    + Root Cause Analysis Facilitator Training within one year of hire

    + Lean Six Sigma Yellow Belt OR Industry Equivalent Lean Certification

     

    Preferred Qualifications: (Education and Experience, License, and/or Certification)

    Level I:

    + Bachelor’s degree in business administration, management, project management, operations management, engineering, or related field.

    + 1-2 years’ experience in utility or similar industry related experience

    Level II:

    + Bachelor’s degree in business administration, management, project management, operations management, engineering, or related field.

    + Disciplined AGILE Project Management OR Industry equivalent Agile certification

    + Root Cause Analysis Facilitator Training

    Level III:

    + 5 years electric utility or related experience

    + Disciplined AGILE Project Management or industry equivalent agile certification.

    + Root Cause Analysis Facilitator Training

    + 3-5 years' experience in project management

    + 3 years’ in applying established industry accepted change management principles.

     

    Other Knowledge, Skills, and Abilities

    Level I:

    + Proficient in Lean Concepts and Methodology.

    + Proficient in Improvement Kata practice.

    + Proficient in problem identification and resolution practices.

    + Proficient in building and facilitating business process mapping.

    + Skill in Microsoft Office Suite (Word, Excel, Visio, Teams, SharePoint, PowerPoint).

    + Knowledge of Grant PUD's Strategic Plan, policies, and procedures.

    + Knowledge of electric utilities including electric transmission and distribution systems and generation.

    + Organized and manages time effectively.

    + Ability to work independently and with a team.

    Level II:

    + Demonstrated ability in leading people and teams through improvement/problem identification work.

    + Ability to break down ambiguous problems into concrete and measurable components.

    + Ability to compile, display, and analyze data in a logical format and to use the data to develop solutions.

    + Proven project portfolio that has measured success at the department level.

    + Adapts an agile project approach as needed to achieve success.

    + Strategically prioritizes work to achieve timely results.

    + Strong analytical and critical thinking skills.

    + Demonstrates an ability to communicate effectively both orally and in writing with a wide variety of departments and individuals.

    + Ability to have critical conversations with key stakeholders regarding project obstacles.

    + Proficient in adaptability. Capable of adjusting decisions based on new information or changing circumstances

    + Understanding of Collective Bargaining Agreement rules and application.

    + Utilizes professional and independent judgement and discretion on assigned project work.

    + Ability to mentor CI Specialists I.

    Level III:

    + Highly collaborative person, comfortable with conflict and debate associated with change.

    + Has a high level of positive influence on those around them.

    + Proven project portfolio that has measured success in advancing cross functional improvements.

    + Proven to be effective in driving outcomes despite organizational obstacles or risks.

    + Advanced skills in consulting, coaching, training, and facilitating.

    + Strong skills in teaching specialty concepts and principles to diverse audiences from senior management to frontline staff.

    + Demonstrated track record of successfully working with and motivating teams.

    + Highly proficient in adaptability. Independently capable of quickly adjusting decisions or approach based on new information or changing circumstances.

    + Ability to mentor CI Specialists I and II, operational excellence peers and others.
