GCI's Wireless Network Performance Engineer III will a pply engineering principles to drive continuous improvement in wireless network performance and customer experience. Monitor and optimize Radio Frequency (RF) performance across 5G, LTE, UMTS, GSM, CDMA, and Wi-Fi networks. Ensure high-quality service delivery through traffic engineering, capacity analysis, and mobility KPI monitoring. Coordinate RAN Software upgrades, Network Impact Reports (NIR), Parameters, and KPI counters changes due to Software upgrades.
ESSENTIAL DUTIES AND RESPONSIBILITIES AT ALL LEVELS:
RF Performance Monitoring & Optimization
+ Effectively apply RF engineering principles to ensure consistent, high-quality wireless network performance across technologies.
+ Proactively monitor and analyze RF performance and mobility KPIs to detect, diagnose, and resolve network inefficiencies.
+ Conduct comprehensive RF traffic and capacity analyses, including forecasting usage trends to support strategic network planning.
+ Execute network audits and implement parameter tuning and optimization strategies to enhance overall network performance.
+ Investigate and mitigate RF interference issues through troubleshooting techniques and root cause analysis.
+ Utilize tools such as TrueCall, NetScout nGeniousOne, and other wireless performance platforms to assess and improve network health.
+ Collaborate in the development and refinement of cross-functional processes to improve system performance and operational efficiency.
Network Engineering & Planning
+ Conduct traffic engineering and capacity planning to support scalable network growth and performance optimization.
+ Oversee and manage radio network capacity requirements, ensuring alignment with forecasted demand and service quality targets.
+ Coordinate and execute RAN software upgrades, including the implementation of parameter changes and KPI counter updates to maintain optimal network functionality.
+ Prepare and deliver Network Impact Reports (NIR) to communicate the effects of software changes and performance initiatives to stakeholders.
+ Collaborate with vendors to define and validate parameter configurations, feature requirements, and testing protocols for seamless integration into the network.
Technical Support & Troubleshooting
+ Provide Tier 3 escalation support for complex customer complaints related to wireless network performance and service disruptions.
+ Troubleshoot and resolve site-level network issues in collaboration with OEMs and third-party equipment vendors.
+ Partner with operations teams to identify and remediate faulty hardware, misconfigurations, and systemic network anomalies.
+ Support field teams in troubleshooting, by applying network configuration changes during designated maintenance windows or daytime operations.
+ Respond to customer and employee-reported issues via the Cell Desk, ensuring timely evaluation and resolution.
+ Maintain accurate documentation by updating applicable databases with troubleshooting outcomes, corrective actions, and resolution details.
Collaboration & Operational Support
+ Contribute to initiatives focused on enhancing customer experience and improving overall network reliability.
+ Ensure assigned tasks are completed in alignment with project goals, timelines, and budget guidelines.
+ Serve as a technical expert on wireless technologies and specifications within the organization.
+ Collaborate with and support engineering and technical teams across internal business units to drive operational excellence.
+ Provide input to management on strategic and tactical issues, contributing to long-term planning and decision-making.
+ Highly accountable and results-driven; self-directed with a proactive approach to identifying opportunities and delivering innovative solutions.
+ Skilled at assessing and managing risks, learning from challenges, and applying lessons to future initiatives.
+ Ability to accurately articulate technical information verbally (virtually, telephonically, in person) and in writing (documentation, drawings, policies, training outlines, etc.) to internal and external audiences with varying levels of technical understanding.
+ Knowledge of 5G, LTE, UMTS, GSM, CDMA, technologies, 3GPP specifications, andCall flow processes.
+ Knowledge of RF propagation principles, RF engineering tools, and cellular and antenna theory.
+ Knowledge of Packet capture Analysis tools such as Wireshark.
+ Knowledge of drive test validation tools such as TEMS Discovery/Investigation, Actix.
+ Ability to manage, prioritize, and track assignments while meeting deadlinesand budget.
+ Strong problem-solving skills with the ability to identify and resolve root causes in complex environments.
+ Ability to analyze system change impacts and implement solutions that minimize disruption while ensuring successful outcomes.
+ UNIX, Oracle Database, Excel macros, and SQL programming.

Additional Job Requirements:
This is an advanced level position within the discipline demonstrating comprehensive knowledge and proficiency in all areas of responsibility. Performs complex tasks and job duties, receiving minimal to no instruction on routine work and general instruction on new assignments. Works under minimal supervision with wide latitude for independent judgment. Supports higher level staff in implementing more complex projects. Provides mentorship, training, and guidance to junior staff.
+ Provides advanced design, monitoring, review, and troubleshooting.
+ Reviews and provides final engineering design specifications and service requirements.
+ Serves as a technical, CDMA, UMTS, LTE, 5G, and KPI subject matter expert (SME) with a strong focus on improving network performance.
+ Performs development, testing, and validation of RF feature plan proposals.
+ Provides input in defining implementation guidelines and in-depth analysis on new features and technologies.
+ Performs the role of Project Engineer for large projects.
+ Acts as developer and resource for planning and performance tools (as applicable).
+ RF propagation principles, cellular theory and antenna theory.
+ Ericsson UMTS, LTE, 5G platforms and product lines.
+ Ericsson OSS, ENM, ENIQ STATS, and EPP.
+ UMTS, LTE EPC, MME performance and optimization.
+ GSM and CDMA technology.
+ 3GPP specifications and Call Flows.
+ Packet capture Analysis tools such as Wireshark
Additional Competencies:
+ Advanced knowledge and understanding of:
+ Knowledge of Netscout nGenius, nSI, and nBA.
+ Strong knowledge of drive test validation tools such as TEMS Discovery/Investigation, Actix.
+ Knowledge and hands on experience in Power-Bi, SQL, and Unix are a plus.
Minimum Qualifications:
Required: *A combination of relevant work experience and/or education sufficient to perform the duties of the job may substitute to meet the total years required on a year-for-year basis
+ High School diploma or equivalent.
+ Bachelor’s degree in engineering, mathematics, physics, telecommunications, computer science, or related field. *
+ Minimum of six (6) years of professional telecommunications engineering experience, to include: *
+ At least five (5) years in the wireless industry troubleshooting, optimizing, and designing wireless communications sites.
Preferred:
+ Telecommunications experience.
+ IEEE, WCET, CCNA Wireless, Ericsson LTE / 5G certifications.
+ Other relevant telecom industry or job specific certifications.
DRIVING REQUIREMENTS:
+ This position may require access to reliable transportation for occasional travel between retail store locations, offices, worksites, or other locations as needed.
PHYSICAL REQUIREMENTS and WORKING CONDITIONS:
+ Work is primarily sedentary, requiring daily routine computer usage.
+ Ability to work shifts as assigned, work in standard office/home office setting, and operate standard office equipment.
+ Ability to accurately communicate information and ideas to others effectively.
+ Physical agility and effort sufficient to perform job duties safely and effectively.
+ Ability to make valid judgments and decisions.
+ Available to work additional time on weekends, holidays, before or after normal work hours when necessary.
