Description
WHAT WE OFFER
The County of Ventura offers an attractive compensation and benefits package. In addition to the base salary of approximately $101,856.90 to $142,613.65 annually an employee within this position will also be eligible for the following:
+ Educational Incentive - 2.5%, 3.5%, or 5% based on the completion of an Associate, Bachelor's, or graduate degree (if educational attainments are not specifically required by the position).
+ Annual Leave - A candidate selected for this position will earn up to 208 hours of Annual Leave per year, increasing to 288 hours after 5 years of service.
+ Annual Leave Redemption - Upon using 80 hours of annual leave within the preceding 12-month period, an employee may request to receive pay in lieu of up to 100 hours of annual leave accrual at the current base rate of pay.
+ Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
+ Health Plans - Full-time employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
+ Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental, and vision care expenses.
+ Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS.
+ Bilingual Incentive - Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level (II), or $1.32 per hour (Level III).
+ Holidays - 12 paid days per year which includes a scheduled floating holiday.
+ Textbook and Tuition - Up to a maximum of $2,000 per fiscal year in accordance with the memorandum of agreement.
The County

The District Attorney's Office
The Ventura County District Attorney's Office is the public prosecutor for the county's 850,000 residents. Our office employs approximately 310 employees including attorneys, investigators, victim advocates, and other professional staff who strive to seek justice, ensure public safety, and protect the rights of crime victims to ensure we fulfill the mission of the District Attorney's Office to promote justice and protect the citizens of Ventura County.
Our duties directly involve the investigation and prosecution of felony and misdemeanor crimes, including homicides, serious and violent felonies, sexual assaults, narcotics offenses, gang crimes, domestic violence, juvenile crimes, and misdemeanors. Our office is charged with investigating and prosecuting complex civil and criminal financial fraud, environmental crimes, and other specialized cases, including code compliance and asset forfeiture - check restitution program.

THE POSITION
Under general direction of the director of the District Attorney's Information Technology Unit, this position leads the advancement of criminal justice information systems and IT related business procedures for the office. Key responsibilities include supervising technical staff, setting strategic goals, managing projects—particularly those involving enterprise management systems—collaborating with stakeholders, and solving complex technical challenges.
The ideal candidate will possess a degree in Information Systems or at least four years of experience working with personal computers, servers, and enterprise management systems, and a minimum of two years analyzing and designing criminal justice information systems and optimizing IT related business procedures.
PAYROLL TITLE: Staff/Services Manager Ill
AGENCY/DEPARTMENT: District Attorney's Office
Staff/Services Manager Ill is a Management/Confidential classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB3 level.
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only, which is a Regular position.

Examples Of Duties
Duties may include, but are not limited to the following:
+ Gather requirements and create project documentation to design and implement a complex file structure within a technology environment, including user/group permissions. Ensure system connections remain intact, apply updates, document workflows, collaborate on improvements, and advise management on strategic technology enhancements.
+ Oversee and manage IT workflows for office systems business operations from design through implementation, leveraging project management expertise to track IT projects, enhance efficiency, and ensure technology solutions align with overall business goals.
+ Plan, organize, coordinate, and supervise/manage the activities of subordinate technical staff, primarily within a service unit or division, with limited involvement in administrative or operations personnel oversight.
+ Research, perform technical evaluations, and recommend solutions to complex automation problems; may serve as a technical advisor to management and collaborate on strategic technology improvements.
+ Perform technically complex analysis to pilot and implement projects from concept through to ongoing support.
+ Train departmental personnel and collaborate with other IT teams to enhance skill development and knowledge sharing.
+ Provide enterprise system support by responding to staff inquiries, analyzing issues, implementing updates, and troubleshooting problems, ensuring continuity with project implementations and workflow enhancements.
+ Perform other duties as required.
Typical Qualifications
These are entrance requirements to the exam process and assure neither continuance in the process nor placement on the eligible list.
EDUCATION, TRAINING and EXPERIENCE: Significant experience with personal computers, servers, and the analysis and design of criminal justice information systems. This can best be demonstrated by coursework in local area network installations and analysis of computer systems, at least four years of experience working with personal computers, servers, and enterprise management systems, and a minimum of two years in analyzing and designing criminal justice information systems and optimizing IT-related business procedures.
HIGHLY DESIRED:
+ Project management experience in implementing and enhancing enterprise management systems.
+ Degree or certificate(s) in Information Systems or a related field.
KNOWLEDGE, SKILLS, and ABILITIES
Working to considerable knowledge of:
+ virtualization technologies, enterprise content management systems, and IT support tools
+ enterprise-level server hardware and software
+ personal computer hardware and software products and their use in a networked office environment
+ designing and managing enterprise content management systems, including structuring file organization, assigning user/group permissions, and ensuring system integrity
+ content management systems in an enterprise environment
+ the design and functions of Microsoft Active Directory services
Working ability to:
+ learn new technologies and processes quickly
+ follow, modify, and create written or verbal instructions
+ perform abstract reasoning
+ provide leadership over IT workflows for office system operations, ensuring alignment with business objectives through project management expertise
