    Koniag Management Solutions, LLC, is seeking an Acquisition Documentation Specialist to assist the Enterprise Program Management Office at the Defense Commissary Agency (DeCA), Fort Lee, VA.

    Responsibilities:

    + Assist the EPMO in developing and reviewing draft Department of War (DoW) acquisition-related documents such as market research reports, quality assurance and surveillance plans (QASP), acquisition plans, and sole-source justification packages (e.g. justification & approvals).

    + Translate technical specifications/requirements into clear, actionable, and measurable work statements (Statements of work (SOW), Performance Work Statements (PWS)), focusing on the desired outcomes and standards rather than the specific methods the contractor must use.

    + Research and provide recommendations on DeCA’s utilization and implementation of the DoD 5000 series/Adaptive Acquisition Framework (AAF) pathways and Federal Acquisition Regulation (FAR)-based and non FAR-based contracting strategies for DeCA IT and software acquisitions

    + Apply communication and interpersonal skills to manage cross-functional acquisition planning and pre-award integrated product teams (IPTs), including scheduling and facilitating IPT meetings, tracking action items, and reporting IPT activities and progress to DeCA IT leadership.

    + Develop and populate briefing decks and documentation for data calls, recurring program reviews, and other status reporting mechanisms to DeCA IT leadership.

    + Assist the EPMO with tracking and monitoring critical IT acquisition and contracting milestones, such as communication and interaction with contracting offices, date of award, periods of performance, etc.

    Education and Experience Required:

    + Bachelor's degree with a specialization / proficiency in writing and strong business acumen

    + Experience working in federal government and within a headquarters-level program management office (PMO)/Program Executive Office (PEO) OR experience in a DoW requiring activity

    + 7+ years' experience in developing DoW acquisition documentation within a DoD requiring activity

    + Experience writing DoW acquisition documents, including, but not limited to, PWS, SOO, Market Research Documents, Justifications, Acquisition Plan/Strategy, Cost estimates, Source selection procedures

    + Experience with multiple acquisition strategies such as Other Transactions and Commercial Solutions Opening, as well as Office of the Under Secretary of Defense, Acquisition & Sustainment (OUSD(A&S)), DoD5000 Series/AAF, and other office of the secretary of defense (OSD)-level entities and procedures.

    Knowledge and Skills:

    + Understanding of non-FAR based and innovative contracting and solicitation methods, such as commercial solutions openings (CSOs)) and Other Transaction agreements (OTs).

    + Demonstrated knowledge of the DoD 5000 Series/AAF, particularly the Defense Business System Pathway (DoDI 5000.75) and Software Pathway (DoDI 5000.87) and how they apply to IT, software, system integration, and SETA support contracts

    + Excellent organizational skills and strong attention to detail

    + Excellent verbal and written communication skills

    + Ability to work in a fast-paced, demanding environment, to include flexible hours
