    Duties Description The Community Health Program Manager 1 (Gr 27) will serve as an Assistant Director of the Bureau of Perinatal, Reproductive, and Sexual Health, Sexual Violence Prevention and Response Section, which includes the Sexual Violence Prevention Unit and a newly created Sexual Violence Response Unit. The CHPM1 will lead efforts to initiate a statewide Sexual Assault Response Team to bring together state agencies and stakeholders invested in the improvement of care of sexual assault survivors in New York's hospitals and communities. The CHPM1 will also coordinate and lead the update of Departmental regulations, policies, and guidance related to sexual violence response. This position will have oversight of all sexual violence prevention and response initiatives and programs in the Bureau, including the Sexual Assault Forensic Examiner (SAFE) Program, the Rape Prevention & Education (RPE) Program, and Rape Crisis Programs. The CHPM1 will serve as a subject matter expert, representing the Department both internally and externally, and will supervise professional staff in the sexual violence prevention and response units.

     

    Minimum Qualifications Permanent Transfer: Current DOH employee with permanent or contingent-permanent status as a Community Health Program Manager 1, M-2 OR current NYS employee with one year or more permanent or contingent permanent competitive service at or above a SG-25 or M-1 and eligible to transfer under Section 52.6 of the Civil Service Law. NY HELPS: Nine years of *professional public health experience in a public health agency or program. **Two years of the experience must have been at a supervisory level.An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.*The required professional experience must include either: designing or implementing a public health outreach, promotion, or disease prevention program; OR conducting disease surveillance or a disease control program.**A public health agency or program focuses primarily on the prevention of disease through outreach and public health education or health promotion activities, including population-based plans of care (not just plans of care for individual patients), or the study of the prevalence or causes of disease through population-based studies.Preferred Qualifications: A public health and/or healthcare background with experience working in sexual violence prevention or response programs or working with hospitals/healthcare system; experience working with external stakeholders and convening and facilitating diverse stakeholder groups; experience developing and implementing guidance, policy, and regulations; ability to manage multiple projects independently and/or manage a team of professional staff, with complex and often competing priorities; excellent written and verbal communication skills

     

    Additional Comments Telecommuting: The Department of Health (DOH) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to the Division of Family Health (DFH) will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, DOH employees may telecommute up to 5 days per pay period but may be approved to telecommute less based on operational needs.Full-time, permanent, competitive appointment. Transfer candidates may be asked for their SS# to verify eligibility. This position is part of the NYS HELPS program. No examination is required.
