Project Manager - Top Secret Required

We are seeking a highly experienced Project Manager to lead complex IT modernization initiatives and oversee large-scale service delivery contracts. The ideal candidate will bring a proven track record of driving innovation, improving operational efficiency, and managing multimillion-dollar programs in dynamic, high-stakes environments. This role requires strong leadership, strategic thinking, and the ability to manage cross-functional teams in accordance with industry best practices such as CMMI, Agile, and ITIL.
Responsibilities
Project Leadership & Execution:
+ Lead the overall direction, coordination, implementation, and completion of assigned projects.
+ Manage project scope, schedule, budget, staffing, and deliverables to ensure successful execution.
+ Oversee Agile Release Trains and plan Planning Intervals (PIs) and Scrum cycles in collaboration with Product Owners.
+ Work closely with Scrum Masters to assess sprint velocity and optimize project timelines.
+ Stakeholder & Team Collaboration:
+ Serve as the primary liaison between project teams, mid- to senior-level management, and external contractors/subcontractors.
+ Coordinate with developers and customers to define objectives, requirements, and goals.
+ Provide coaching and guidance on Agile and Scaled Agile Framework (SAFe) practices to team members and stakeholders.
+ Performance Monitoring & Reporting:
+ Track and report on project risks, costs, schedules, and performance metrics.
+ Deliver regular status updates and presentations to senior leadership (daily, weekly, and monthly).
+ Monitor contract performance, including deliverables, budget adherence, and disincentives.
+ Ensure all work meets contractual and performance standards.
+ Resource & Personnel Management:
+ Perform staff resource planning, including hiring, retention, and personnel tracking.
+ Plan for staff turnover and ensure timely identification and onboarding of replacements.
+ Provide performance feedback to government stakeholders on all aspects of contract execution.
Qualifications
+ Active Top Secret clearance.
+ Bachelor’s degree or equivalent experience.
+ Minimum five (5) years of IT project management experience, including:
+ Managing software development projects.
+ Tracking and reporting on cost, schedule, and performance.
+ Leading projects that are part of larger programs.
+ Minimum three (3) years of experience managing Scrum teams.
+ Strong understanding of project lifecycle and project management methodologies.
+ Experience with Agile and Scaled Agile Framework (SAFe).
Desired Qualification:
+ PMP (Project Management Professional) certification.
+ Certified Scrum Master (CSM) certification.
+ Familiarity with background investigations and casework related to personnel security support services.
