Position Objective:
Under the guidance of the Senior Director, EO, and in close collaboration with the MTA constituent agencies’ Chief and Deputy EO Officers, BSC, and People Function Directors, the Director, EO Analysis and Reporting leads a team comprised of a Manager and three Senior EO Analysts in delivering both operational and strategic data analyses. The Director is responsible for conducting quantitative and qualitative workforce analyses, including statistical testing of employment practices (e.g., compensation), and for calculating Equal Employment Opportunity (EEO) goals. This role plays a key part in the development, analysis, and reporting of EO program outcomes, supporting strategic planning and ensuring compliance with applicable mandates.
In addition, the Director oversees MTA-wide progress tracking toward EEO goal attainment and provides technical leadership in the design of auditing frameworks, performance indicators, and evaluation tools. These efforts ensure timely, accurate, and effective assessment of employment practices, diversity initiatives, and other equity-related activities across all MTA agencies. The Director also manages and supports the EO Analysis team in implementing standardized reporting protocols, data visualization tools, and business intelligence products that enhance transparency and enable data-driven decision-making. The Director is responsible for interpreting, documenting, and communicating key insights related to EO and diversity, equity, and inclusion (DEI) initiatives. Findings and recommendations are delivered to the Senior Director, EO, and other senior stakeholders through high-quality analytics, strategic reports, and compliance-focused presentations.
Responsibilities:

+ Select, develop, and motivate personnel within the department. Provide career development for subordinates, along with prompt and effective coaching and counseling. + Define the data analytics strategy and plan for evaluation of statistical and workforce data to determine each agency’s Equal Opportunity (EO) goals, progress toward those goals, and areas of deficiency.
+ Serve as an internal data analytics consultant to agency EO staff, guiding forecasting efforts and establishing agency-specific goals that roll up into the MTA-wide EO Program. Leverage historical data, trend analysis, and regulatory forecasting to support informed decision-making.
+ Oversee the statistical and predictive analyses for each agency’s EO program and annual updates. Ensure the integrity and accuracy of the MTA-wide data rollup prior to submission to the FTA.
+ Serve as the data classification point of contact for OCC/SOC assignments, ensuring that census occupational categories are properly aligned with MTA roles to support standardized, cross-agency compliance reporting.
+ Manage the recurring utilization and availability analyses, including quarterly updates for each agency and MTA-wide, using structured data and computational methods to assess workforce equity.
+ Produce ad-hoc data analyses, dashboards, and reports in response to requests from the Sr. Director of EEO, CEO, Board, and oversight entities. Conduct targeted analytics to support EO investigations and compliance reviews.
+ Create and maintain standardized data templates for EO reporting (e.g., EEO-4, Board Books, Triennial Review, Compliance Reviews), ensuring consistency across data sources and systems.
+ Select and implement appropriate data analytics platforms, visualization tools, and modeling techniques to present EO-related information in a clear, actionable format tailored to various internal audiences.
+ Act as the central liaison for cross-functional analytics efforts involving agency EO staff, the People Function, BSC, and DDCR. Provide analytical guidance to the Manager of EO Analysis and Reporting and Senior EO Analysts.
+ Ensure timely and accurate completion of all EO analytics and reporting deliverables. Maintain the integrity of internal databases and may lead development of web-based EO dashboards and BI tools.
+ Collect, interpret, and synthesize employment and labor market data to support strategic decisions related to the recruitment, development, and retention of a diverse and inclusive workforce.
+ Extract and transform complex datasets from multiple internal and external sources (e.g., HRIS, Census, DOL), applying data standardization methods to ensure reliability, comparability, and compliance alignment.
+ Collaborate with key stakeholders (EO Officers, People Function, BSC, etc.) to validate data inputs and communicate insights effectively. Ensure that data relevance and context align with DEO’s mission.
+ Prepare visual reports and statistical summaries to track Diversity, Equity, and Inclusion (DEI) efforts, examining applicant flow, hiring, promotion, & retention across demographic dimensions.
+ Stay current with emerging analytics tools, methodologies, and compliance requirements, applying them to enhance data quality, accuracy, and regulatory readiness.
+ Conduct detailed adverse impact and disparity analyses on agency-wide employment practices (e.g., hiring, promotions, compensation, etc.), using statistical modeling to identify risk areas.
+ Develop and enforce data collection and reporting standards for EO-related programs. Supervise cross-agency data quality control and standardization to ensure uniform application of federal compliance formulas.
+ Interpret multi-source assessment data to produce an annual analytics report summarizing outcomes, trends, and agency performance. Highlight insights that support policy adjustments or future planning.
+ Lead the creation and delivery of internal EO analytics reports, showing progress against strategic goals and highlighting opportunities for improvement in workforce equity.
+ Manage DEO’s internal analytics ecosystem, ensuring that assessment data is properly collected, interpreted, and used to support civil rights compliance reviews and strategic initiatives.
+ Provide analytic and strategic support to DDCR leadership in the successful completion of data-informed initiatives and organizational priorities.
Required Competencies :
+ Proficiency in statistical methods, data visualization, and reporting, including experience using tools such as SPSS, Excel, SMART, or STAT 01. Demonstrated ability to synthesize and analyze both quantitative and qualitative data to inform executive-level decisions.
+ Strong communication skills, with the ability to translate complex findings into clear, actionable insights for stakeholders.
+ Experience in program evaluation, including full-cycle project analysis, from design and implementation to evaluation, reporting, and strategic recommendations.
+ Knowledge of EEO program administration and related regulatory frameworks is highly desirable.
+ Proven ability to re-engineer business processes, develop and implement effective strategies, and formulate organizational policy.
+ Results-oriented, with the ability to perform effectively under pressure and meet tight deadlines.
+ Excellent interpersonal skills and a demonstrated ability to thrive in a collaborative, multicultural team environment.
Required Education and Experience:
+ Bachelor’s degree in Statistics, Economics, Business Administration, Public Administration, or a related field. An equivalent combination of education and experience may be considered in lieu of a degree.
+ Minimum of seven (7) years of progressively responsible experience conducting complex data analysis using enterprise-level databases and advanced analytical tools to drive strategic decision-making in large organizations.
+ At least five (5) years of leadership experience managing high-performing teams and overseeing critical projects, programs, or operational functions.
The F ollowing is/are preferred:
+ Master’s Degree in a related field.
