    Six years of related professional experience or a Bachelor’s degree from an accredited college or university and two years of related professional experience may substitute.

    Duties and Responsibilities:

    Pursuant to Section 20.055(2), F.S. the Office of Inspector General (OIG) provides a central point for coordination of and responsibility for activities that promote accountability, integrity and efficiency in government. The Inspector General provides direction for, supervises, and coordinates audits, investigations, and management reviews relating to the programs and operations of the agency.

     

    This position performs highly responsible accounting and auditing work completing Florida Single Audit Act reviews and resolving technical compliance issues with grantees and CPA firms and assisting grant managers with desk audit reviews. This position will have access to confidential personnel information that could affect Department employees.

     

    Review the financial reporting packages of recipients of Federal Awards and State Financial Assistance. Prepare designated checklists to document reviews completed of Florida Single Audit compliance. Advise the Department’s program areas of reported deficiencies and findings. Makes recommendations for appropriate correct action plans. Assist grant managers in issuing management decision letters, resolving audit findings, and monitoring corrective action plans. Work with appropriate Department personnel to ensure the proper completion of all Florida Single Audit Act forms prescribed by the Department of Financial Services (DFS). Review all completed Florida Single Audit Act forms prescribed by DFS prior to the submission to DFS and work with appropriate Department personnel to ensure their timely submission to DFS. Maintain records to document compliance by the OIG for duties assigned under the Florida Single Audit Act.

     

    Assist in reviewing and evaluating management practices by planning and conducting management review of financial, compliance, and operational/performance audits of functions, activities, units, or groups of accounts with the Department or other governmental or third-party entities providing services to the Department through a grant, contract, reimbursement application, or other agreement. Makes recommendations and interpretations regarding the solution of managerial problems in reports and special studies. Prepares formal written reports or oral presentations to management which document the findings of the review or audit and include recommendations concerning corrective actions, modifications, or improvement to the operations audited.

     

    Provide assistance with ongoing OIG activities, including, but not limited to receiving, processing, and logging consumer complaints. Maintains project tracking system of complaints to ensure that all complaints received by the Office of the Inspector General receive documentation and follow-up according to accreditation requirements. Identifies appropriate entity for referral and assesses reliability and validity of agency performance measures.

     

    Participates in the Department’s risk assessment process for development of the annual internal audit plan. Assists Inspector General in evaluating agency internal control procedures and determines where audit resources should be directed. Maintains and tracks audit finding for internal and external audits. Track follow-up actions taken by the Department in response to Auditor General requests and inform Inspector General of such actions. Ensures all OIG records are maintained and archived in accordance with record retention schedules and Florida Statues.

     

    Performs other work related duties or special assignments as required.

    Knowledge/Skills/Abilities:

    + Knowledge of Generally accepted Accounting Principles; International Standards for the Professional Practice of Internal Auditing; Section 20.055 and 215.97, F.S..

    + Knowledge of investigative techniques and the Commission of Law Enforcement Accreditation Standards; methods of compiling and analyzing data; and correct grammar usage.

    + Skilled in the use of personal computers and standard software packages such as Microsoft Word, Excel, and Access.

    + Ability to interpret state laws, regulations, policies and procedures, and rules.

    + Ability to review and understand financial reporting packages.

    + Ability to communicate effectively both verbally and in writing with program managers, government employees, grantees and external auditors.

    + Ability to evaluate audit findings, recommendations and corrective action plans.

    + Ability to travel, as required.
