Typically, selected candidates are hired at a salary rate between the minimum and midpoint of the range.

Position Summary:
Be part of a Grid Optimization team responsible for designing, developing, implementing, and maintaining electrical metering equipment within Grant County PUD’s transmission and distribution systems as well as retail metering systems. This position is responsible for providing knowledge and expertise related to metering and power quality in distribution systems, transmission systems and retail metering systems as well as other supporting facilities within Grant County PUD’s Power Delivery Grid Optimization Department.

General (applies to all levels)
+ Active and regular collaboration with Power Delivery Engineering, Meterman, Meter Relay Technicians and Analysts to resolve issues found with metering systems or infrastructure.
+ Collaborate with Meterman in the field with Customers experiencing an issue as needed. Acts as the point of communication with the customer in those situations.
+ Demonstrated commitment to Grant PUD’s mission, vision, values, strategic plan, and Grant PUD / IBEW Local 77 Code of Excellence. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.
+ Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & Procedures.

Engineer I:
+ Execution tasks for capital projects with direct oversite from supervisors and peers.
+ Low impact Metering system design.
+ Implementation of any communications device leveraging the AMI network.
+ Basic understanding of metering equipment required for the safe and reliable operation of metering systems and infrastructure for Single Phase Self-Contained metering.
+ Gain knowledge in skills related to best industry practice, Utility Standards, Codes, or other Legal Standards that will be used to support Metering System projects and that are required for the safe and reliable operation of the equipment.
+ Assist various groups and individuals with troubleshooting all District metering systems to ensure proper intended functionality.
+ Learn Meter Programming applications/software, i.e. MeterMate, PC Pro, Itron FDM, etc.
+ Gain knowledge of Meter testing and recording equipment, i.e. WECO, Warm-up boards, Meter Farm, Watt Net, Revolution, Bolt.
+ Procures necessary meter testing equipment as necessary.
Engineer II:
+ Support execution of capital projects with considerable guidance from supervisors and peers.
+ Low impact Metering system design.
+ Implementation of any communications device leveraging the AMI network.
+ Research and support the implementation of new or existing materials and equipment.
+ Basic understanding of metering equipment required for the safe and reliable operation of metering systems and infrastructure. That ranges from, but is not limited to:
+ Single Phase Self-Contained
+ Three Phase Self-Contained
+ Communications circuits and data telemetry
+ Gain knowledge in skills related to best industry practice, Utility Standards, Codes, or other Legal Standards that will be used to support Metering System projects and that are required for the safe and reliable operation of the equipment.
+ Assist various groups and individuals with troubleshooting all District metering systems to ensure proper intended functionality.
+ Collaborate with equipment manufacturers to resolve metering issues and/or system performance issues.
+ Manage Meter Programming applications/software, i.e. MeterMate, PC Pro, Itron FDM, etc.
+ Provide technical support for Meter testing and recording equipment, i.e. WECO, Warm-up boards, Meter Farm, Watt Net, Revolution, Bolt.

Engineer III:

+ Advanced understanding of metering equipment required for the safe and reliable operation of metering systems and infrastructure. That ranges from, but is not limited to:
+ Single Phase Self-Contained
+ Three Phase Self-Contained
+ Single Phase Instrument Rated
+ Three Phase instrument Rated
+ Communications circuits and data telemetry
+ RF propagation and dispersion
+ Data management
+ Gain knowledge in skills related to best industry practice, Utility Standards, Codes, or other Legal Standards that will be used to support Metering System projects and that are required for the safe and reliable operation of the equipment.
+ Assist various groups and individuals with troubleshooting all District metering systems to ensure proper intended functionality.

+ Monitor failure rates of equipment related to all District metering systems and initiate adequate purchasing of replacement equipment to ensure system stability and performance.
+ Leverages Advanced Metering Infrastructure data to locate potential system losses and works to correct those system losses when feasible.
+ Active and regular collaboration with Customer Solutions concerning Advanced Metering Infrastructure data in analytical, headend and Meter Data Management systems.
+ Performs analysis of power quality recording device data installed in the field for troubleshooting customer or systems issues.
Engineer IV:
+ Lead execution of capital projects with little guidance from supervisors and peers.
+ Retail Metering system design.
+ Substation Metering system design.
+ Interchange Metering system design with support from supervisors and peers.
+ Implementation of any communications device leveraging the AMI network.
+ Manage the Districts Advanced Metering Infrastructure, SEL and station indicating metering systems, and legacy MV90 system.
+ As needed reviews the work of Grid Optimization Analysts and makes recommendations for system inspections, investigations and corrections related to Metering or the Electrical Distribution System working closely with the Systems Engineer.
+ Research and support the implementation of new or existing materials and equipment.
+ Expert understanding of metering equipment required for the safe and reliable operation of metering systems and infrastructure. That ranges from, but is not limited to:
+ Single Phase Self-Contained
+ Three Phase Self-Contained

Engineer V:
+ Lead capital execution of projects and mentor others as it relates to Metering system design, materials, equipment. Direct the development of processes focusing on operations and engineering practices that drive strong reliability and performance related to metering systems.
+ Lead and mentor the Grid Optimization team towards establishment of technical qualifications and policies. Develop and teach the specifications of the equipment.
+ Coordinate with different stakeholders and provide direct input to metering project plans. Collaborate with responsible groups and facilitate smooth transition of the design to implementation.
+ Develop design requirements relating to the application of metering equipment in substations and for our retail metering systems. Interpretation and communication of company policies and procedures to internal stakeholders and external project support partners.
+ Develop technical specification and standards for ordering metering equipment and parts and utilize new technology and best practices during design.
+ Provide technical expertise and/or team leadership as needed. Develop trainings for engineers/partner groups and assist less experienced colleagues in planning, conceptual/detail engineering, and the field.
+ Engage with manufacturers and suppliers (plant/factory visits, project site visits) and represent Grid Optimization department on new equipment and vendor evaluations.
+ Engage in industry forums, and events. Support the Grid Optimization team at commission meetings and community open houses.
+ Facilitate Metering equipment specification and drawings review, coordinate with manufacturers and vendors to make sure they adhere to the company requirements.
+ Review existing materials, components, and design standards for process improvements, cost savings, etc. Perform independent and/or collaborative research to find innovative and cost-effective engineering solution to operational problems.
+ Serve as a management consultant on complex systematic engineering problems and issues. Control technical, financial, and service commitments to internal and external customers.
+ Strong Project Management Support that includes budget forecasts, scheduling, coordination, construction/commissioning for medium/large-sized projects.
+ This position will be an expert in utilizing skills related to best industry practice, Utility Standards, Codes or other Legal Standards that are required for the safe and reliable operation of the metering systems.
Engineer I
Required Qualifications:
+ Bachelor’s degree in electrical engineering or engineering technology field OR 4 additional years of relevant experience in lieu of degree.
Preferred Qualifications:
+ Bachelor’s degree in electrical engineering
+ Experience with Meter Programming and Meter Data analysis.
+ Experience with Customer Power Quality issues and Power Quality recording instruments.
Engineer II
Required Qualifications:
+ Bachelor’s degree in electrical engineering or engineering technology field OR 4 additional years of relevant experience in lieu of degree.
+ 1 years of work experience in electric distribution at a Utility
Preferred Qualifications:
+ Bachelor’s degree in electrical engineering
+ Experience with Meter Programming and Meter Data analysis.
+ Experience with Customer Power Quality issues and Power Quality recording instruments.
+ 1 years of work experience in electric distribution at a Utility
Engineer III
Required Qualifications:
+ Bachelor’s degree in electrical engineering or engineering technology field OR 4 additional years of relevant experience in lieu of degree.
+ 3-5 years of work experience in electric distribution at a Utility
+ Experience with Meter Programming and Meter Data analysis.
+ Experience with Customer Power Quality issues and Power Quality recording instruments.
Preferred Qualifications:
+ Bachelor’s degree in electrical engineering
+ Master’s degree.
+ Experience with RF Propagation .
+ Experience using a Spectrum Analyzer.
+ 3 years relevant work experience as a Metering Engineer.
Engineer IV
Required Qualifications:
+ Bachelor’s degree in electrical engineering or engineering technology field OR 4 additional years of relevant experience in lieu of degree.
+ 6 years of relevant work experience (Metering Engineer) or demonstrated equivalent.
+ Experience with Customer Power Quality issues and Power Quality recording instruments.
+ Experience managing the analysis of Meter Data.
Preferred Qualifications:
+ Master’s degree
+ Experience creating Meter Program specifications.
+ Experience with RF Propagation.
+ Field experience using a Spectrum Analyzer.
+ Experience with Meter Data Management systems.
+ A Washington State Engineering in Training
+ Professional Engineer (PE).
Engineer V
Required Qualifications:
+ Bachelor’s degree in electrical engineering or engineering technology field OR 4 additional years of relevant experience in lieu of degree.
+ 10+ years of relevant work experience (Metering Engineer) or demonstrated equivalent which includes experience in creating meter program specifications, meter data management systems and RF propagation.
+ Experience with Customer Power Quality issues and Power Quality recording instruments.
+ Experience managing the analysis of Meter Data.
+ Experience with Meter Data Management systems.
Preferred Qualifications:
+ Master’s
+ Field experience using a Spectrum Analyzer.
+ Professional Engineer (PE).
Other Knowledge, Skills, and Abilities
+ Knowledge of NERC standards and regulatory compliances.
+ Knowledge of concepts, principles, theories, and methods surrounding electrical engineering industry standards and best practices (NEC, IEEE, NFPA, ANSI).
