    Some of what you'll be doing:

    As a Workforce Development (WFD) Contract & Budget Specialist, you will provide administrative support and process management for all aspects related to service contracts and departmental budgeting.

     

    + You will provide administrative oversight of all contracts, including Service Agreements (SAs), Service Directives (SDs), amendments, and modifications, serving the Workforce Development team.

    + You will oversee the invoice payment process, ensuring timely approval, proper documentation, and accurate tracking of invoice amounts. You will also work directly with consultants, community partners and Finance & Budget Department to identify and resolve any invoice discrepancies.

    + You will track contract spending and develop a monthly variance report to keep Program Managers and the Workforce Development Director informed of expenditure rates and ensure that funding limits are not exceeded.

    + You will lead the development and implementation of contract management improvements, such as the development of procedures and training materials as well as supporting Program Managers with implementation of contract monitoring plans.

    + You will manage, coordinate, and prepare the Workforce Development annual budget—conducting necessary research, analysis, and calculations—under the guidance of department leadership and in partnership with the Finance & Budget Department.

    + You will develop and provide reports on all activities related to contract administration and budget management.

    Who you are:

    + **Experienced** – You have two (2) years of experience in grants and/or contracts, and budget administration.

    + **Desired** – We hope you have experience with public agency and/or non-profit administration including experience delivering services to or in partnership with community-based organizations. Additionally, we also hope you have experience in databases such as PeopleSoft, payment software, contract management software or similar platforms.

    + **Proficient** – You have knowledge of budgeting, procurement, reporting, and contracting processes.     + **Efficient Communicator** – You possess excellent written and verbal communication skills, and can demonstrate the ability to work with a wide range of individuals including senior leadership, program staff, community partners, finance team, etc.

    + **Highly Organized & Analytical** – You have excellent organizational, time management, and analytical skills, supported by strong research and critical thinking capabilities.

    + **Technically Skilled** - You are proficient in Microsoft Excel, PowerPoint, Word, and search engines.

    What else you need to know:

    + **Work Schedule** – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. You may be required to work any and all assigned shifts, including weekends and holidays. You may be required to work during emergencies.

    + **Work Environment** - This work will take place in a hybrid/in-office setting at Management’s discretion.

    + **Washington State Residency Requirement** – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.

    + **Overtime Eligible** – You are eligible for overtime pay in this role.
