    Position overview:

    SLAC National Accelerator Laboratory¿s Supply Chain Management Department seeks a senior level Buyer to join our Construction & Scientific Projects team. Members of this team procure, administer, and support a range of acquisitions and project compliance requirements critical for the lab¿s scientific and operational needs. As a Buyer 3, you will provide support to activities involving the placement of purchase orders for construction projects. You will also assist in the initial procurement intake process and administrative support for higher value procurements, as well as be cross functionally trained to support other procurement teams as needed. As part of the Construction & Scientific Projects team, you¿ll have broad exposure to various teams within lab and also interface with a number of internal/external entities. You will also have the opportunity to contribute to Supply Chain Management projects, cost saving solutions as well as continuous process improvement. This position reports to the Construction & Scientific Projects Team Lead.

    Your specific responsibilities include:

    + Prepare, negotiate, award and administer purchase orders ($2,000 to $250,000) for SLAC National Accelerator Laboratory.

    + Support Sr. Subcontracts Administrators on RFPs and administration for subcontracts in the range of $250,000 to $5,000,000.

    + Review, amend, deny, and approve requisitions, as appropriate.

    + Identify potential vendors, prepare Request for Quotations (RFQ), Requests for Proposals (RFP), conduct site visits, obtain bids, prepare and evaluate bids and negotiate with suppliers.

    + Coordinate and conduct Davis-Bacon labor interviews with subcontracted trade workers during construction work, and verify compliance on the job site with all Davis-Bacon requirements

    + Award and administer purchase orders and subcontracts through completion.

    + Assist the requesting organization in developing statements of work, identifying sources and in performing overall acquisition planning for the project.

    + Resolve contractual issues by interacting with various requesters, suppliers, senior level project managers, educational institutions and government agencies.

    + May participate in highly complex contract negotiations.

    To be successful in this position you will bring:

    + Bachelor¿s degree two years procurement experience or a combination of education and relevant experience.

    + Advanced level of experience with an on-line purchase requisition and purchase order system.

    + In-depth knowledge of market conditions, trade practices, sources, and lead times.

    + Extensive experience placing complex and unusual to complex purchase orders relative to best value and reasonableness of price costing.

    + Strong analytical skills and acute attention to detail

    + Ability to work in a dynamic environment to identify, clarify and resolve routine to complex and unusual problems (e.g. resolve discrepancies on RFPs and Purchase orders as they arise).

    + Demonstrated ability to work independently and in a team environment.

    + Demonstrated effective written and verbal communication skills.

    + Demonstrated experience with the Microsoft Office suite of programs and common teleconferencing applications.

    + Must have the ability to take initiative to complete duties proactively, and work under varying deadlines.

    + Excellent interpersonal skills and ability to communicate effectively with a diverse population.

    The expected pay range for this position is $112,769 - $127,360. SLAC National Accelerator Laboratory/Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location, and external market pay for comparable jobs.
