    Position Overview:

    SLAC Supply Chain Management is currently seeking a Senior Subcontracts Administrator 2 (SCA 2) to be part of the Construction Procurement Team. This position will report directly to the Procurement Team Lead for Construction. Primary responsibility is to administer all aspects of the procurement life cycle for medium to high value construction and architect/engineer awards for SLAC projects.

    Your specific responsibilities include:

    + Prepare, negotiate, award and administer purchase orders and subcontracts ($10,000 to multi-million).

    + Identify risks and constraints in the acquisition planning and mitigate these risks through front end planning.

    + Conduct and participate in subcontractor outreach

    + Review, amend, deny, and approve requisitions, as appropriate.

    + Identify potential vendors, prepare Requests for Proposals (RFP), conduct site visits, obtain bids, prepare and evaluate bids and negotiate with suppliers.

    + Award and administer purchase orders and subcontracts through completion.

    + Monitor supplier performance for cost, schedule and compliance with associated terms and conditions.

    + Assist the requesting organization in developing Statements of Work, identifying sources and in performing overall procurement acquisition planning for the project by developing needs analysis and forecasting for programmatic procurement.

    + Resolve contractual issues by interacting with various requestors, suppliers, senior level program management personnel, educational institutions, and government agencies.

    + Support procurement initiatives and strategic sourcing; drive to achieve continuous improvement in procurement process.

    + Execute above responsibilities while maintaining compliance with all terms and conditions, internal requirements, Federal Acquisition Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR), as applicable.

    To be successful in this position you will bring:

    + Bachelor's degree with three years of experience in performing the above listed duties or a combination of education and relevant experience.

    + Knowledge of Construction terminology.

    + Knowledge of a variety of theory, practices, methods, programs and plans including regulatory requirements relating to purchasing and business law.

    + Experience negotiating and administering contracts with unusual and moderately complex terms and conditions.

    + Demonstrated experience in working with various methods of contract types such as Firm-Fixed Price, Fixed-Price Award Fee, and Indefinite Delivery Indefinite Quantity (IDIQ).

    + Experience partnering with internal customers, learning/understanding business needs and providing excellent procurement services.

    + Knowledge of market conditions, trade practices, sources and lead time.

    + Knowledge and experience with the Federal Acquisition Regulations (FAR), Department of Energy Acquisition Regulations (DEAR) and other government agency regulations.

    + Demonstrated knowledge and experience with Microsoft Office Suite and ERP systems, preferably PeopleSoft/Oracle/SAP.

    + Demonstrated strong written and verbal communication skills.

    The expected pay range for this position is $122,239 - $141,227 per annum. SLAC National Accelerator Laboratory/Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location and external market pay for comparable jobs.
