    Summary You will serve as the Chief Information Officer (CIO), Pentagon, Washington, DC. This position leads and supports 77,000 IT/cyber operations and support personnel across the globe with a portfolio valued at $14.6B, provides guidance and oversight, and is responsible to the Secretary of the Air Force for overall formulation and execution of policies and enterprise integration of resources related to IT enterprise operations, cybersecurity, and workforce development. Responsibilities As the Chief Information Officer (CIO) for the Department of the Air Force (DAF), you will play a pivotal role in shaping the future of technology and driving mission success. This senior leadership position demands a strategic visionary with the expertise to lead and transform the DAF's IT landscape. Key responsibilities include: Strategic Visionary & Leader: Direct the Department of the Air Force's (DAF) IT strategy, leading digital transformation initiatives across business and weapon systems functions. Develop and execute long-range strategic plans and policies for cybersecurity, weapon system IT support, enterprise IT service delivery, and cloud services. Enterprise IT Architect & Integrator: Oversee the Air Force Information Network (AFIN), Enterprise Architecture, and Portfolio Management. Ensure compliance with CIO statutory authorities (e.g., Clinger-Cohen Act) and enterprise governance frameworks. Drive mission area integration of enterprise IT services across the DAF. Budgetary Authority & Resource Manager: Manage a multi-billion dollar DAF Information Technology budget, optimizing resource allocation to achieve effective Cyberspace, Communications & Information capabilities. Partner with key stakeholders in the Planning, Programming, Budgeting, and Execution (PPBE) process. Innovation & Technology Advocate: Champion emerging technologies, including Artificial Intelligence/Machine Learning, to enhance DAF capabilities. Foster a culture of innovation through defense innovation teams. Oversee data governance, data sharing, and data analysis initiatives. Policy & Governance Leader: Develop and implement DAF Policy Directives (DAFPDs), Instructions (DAFIs), and Manuals (DAFMANs) to ensure strategic plan implementation and compliance. Establish performance metrics to assess policy compliance and program effectiveness. Team Builder & Talent Developer: Build and lead high-performing, diverse teams across organizational, joint, and interagency environments. Foster collaborative relationships with key stakeholders, including DoD, other Services, Federal agencies, industry partners, and academia. Mentor and develop Communications & Information (C&I) civilian professionals. DAF Representative & Communicator: Serve as a key representative of the DAF, engaging with executive-level officials across OSD, USCYBERCOM, DISA, and other government agencies. Communicate and advocate the DAF's position on critical IT issues to senior leaders, Congress, and the public. Requirements Conditions of Employment Qualifications Eligibility will be based upon a clear showing the applicant has training, education, and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. Candidates will not be hired based on their race, sex, color, religion, or national origin. In accordance with new OPM requirements to streamline Senior Executive Service (SES) hiring, applicants are no longer required to submit lengthy narrative essays, including those for Executive Core Qualifications (ECQs) or Mandatory Technical Qualifications (TQs), when applying. Instead, the initial application will be resume-only, capped at two pages. This change streamlines the application process and more closely aligns with private industry practices. Applicants identified for potential selection will have their ECQs assessed by undergoing a structured interview with the Office of Personnel Management (OPM) Qualifications Review Board (QRB). To meet the minimum qualification requirements for this position, you must show that you possess the Executive Core Qualifications (ECQ) and Technical Qualifications (TQ) related to this position within your resume (not to exceed 2 pages). Resumes over the 2-page limit will be disqualified. Your resume should include examples of experience, education, and accomplishments applicable to the qualification(s). TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that satisfy the technical qualifications. TQ1. Extensive experience leading complex, large-scale IT and digital transformation initiatives within the federal government, a state/local government, or a large corporation, coupled with proven expertise in developing and executing enterprise-wide IT strategic plans and architectures. This includes practical application in at least three of the following technology areas: networking, cloud technologies, DevSecOps, containerization, modernization/migration of legacy applications, enterprise application strategy, zero trust, microservices, cybersecurity, and/or IT service delivery; along with a comprehensive understanding of relevant frameworks such as Department of Defense Architecture Framework (DoDAF) and The Open Group Architecture Framework (TOGAF). TQ2. Demonstrated expertise in developing and implementing integrated multi-year resource strategies, including overseeing and driving the full lifecycle of planning, programming, budgeting, and execution (PPBE), within a complex organization such as the Federal government, a state/local government, or an equivalent large corporation; with specific, proven ability to lead the planning, justification, and execution of large-scale IT budgets while ensuring responsible financial stewardship and optimized IT investments. EXECUTIVE CORE QUALIFICATIONS (ECQs): All new appointees to the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the five mandatory ECQs: ECQ 1. Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2. Driving Efficiency: Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3. Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4. Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5. Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors Please note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program, or have SES reinstatement eligibility, you must attach proof (e.g., SF-50 or Certification by OPM's SES Qualifications Review Board) of your eligibility for noncompetitive appointment to the SES. Education A bachelor's degree from an accredited institution, in an appropriate engineering or technical field, is highly desired. A master's or advanced degree in an appropriate technical field or management is highly desired. Additional Information In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives must demonstrate an ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. This information should be embedded within the resume. Tiering: The Department of the Air Force structures its SES positions into tiers to determine the pay range for each position. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department. Salary: $150,160.00 - $225,700.00 per annum. (Air Force Tier 3) SES members are eligible for bonuses and/or ranks and stipends in addition to annual salary. SES members are eligible for Performance-Based Salary increases and/or bonuses. Mobility: Organizational and geographical mobility is essential in developing and managing SES and DISES leaders and generally is a key to advancement. Therefore, mobility is a condition of employment and appointed SES and DISES members will be required to sign a Reassignment Rights and Obligation Agreement. Veterans' Preference: Veterans' preference is not applicable to the SES. Relocation Authorized: Payment of Permanent Change of Station (PCS) costs is authorized in accordance with the Joint Travel Regulations (JTR). Recruitment/Relocation Incentive: May be offered. Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
