    Job Description

    Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA).     Responsiblities

    Responsibilities

    + Serve as a Subject Matter Expert (SME) in Spectrum Management for all Nevada National Security Sites frequency use and related issues.

    + Perform mandatory reviews and submit directives for all records up for renewal or expiration according to the National Telecommunications and Information Administration’s (NTIA) guidelines.

    + Review and update existing authorizations that may require changes, corrections, edits, and deletions.

    + Possess the ability to engineer new Spectrum requests in Global Master File (GMF) card format using the Spectrum engineering software, Spectrum XXI.

    + Maintain a database of all local Spectrum dependent systems using government frequency assignments or unlicensed Spectrum bands.

    + Develop local policy for procurement of wireless equipment and systems that is in concert with DOE and NTIA requirements to ensure Spectrum coordination and availability of frequencies prior to release of funds.

    + Support the National Nuclear Security Administration (NNSA) and the Office of Science Spectrum Management Program.

    + Advise the federal staff that has oversight of the Spectrum program on the efficient use of the Spectrum, and on federal and departmental policy related to Spectrum management.

    + Maintain a comprehensive working knowledge of policy changes and emerging technologies that impact the use of the Spectrum.

    + Perform required responses to Department of Energy (DOE) Headquarters Spectrum Management’s Frequency Assignment Subcommittee (FAS) agenda requests.

    + Review all requests for Spectrum support from all site frequency coordinators and submit them to DOE’s FAS.

    + Assist all site frequency coordinators with equipment certification submissions for Spectrum usage to the DOE Spectrum Planning Subcommittee (SPS)

    + Act as the Spectrum liaison between the Headquarters Spectrum Program and the Site Frequency Coordinator.

    + Train all incoming or new site frequency coordinators on Spectrum duties and responsibilities.

    + Travel to different sites to perform overall quality control reviews of their Spectrum authorizations.

    Qualifications

    + Bachelor’s degree in a computer-related field or equivalent training and experience and at least 8 years of related experience.

    + A thorough working knowledge of radio frequencies and of Spectrum policies and procedures.

    + Must be able to travel to remote sites to resolve issues or attend training.

    + Ability to complete the NTIA Spectrum XXI certification that is used exclusively in support of the MSTS Spectrum Management Office.

    + Able to use software applications needed in this position, including word processing, spreadsheet, presentation, plus database software.

    + Possess the ability to efficiently multi-tsk and display excellent verbal and written communication skills and have legible handwriting/printing.

    + Primary work location will be at the Remote Sensing Laboratory on Nellis Air Force Base (RSL-N) in Las Vegas, NV.

    + This position will be a 4/10, 5/8, or 9/80 schedule at manager discretion. Must be willing to perform on-call duty and ensure availability to work non-standard hours.

    + Must have the ability to obtain a Q clearance.

    + Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

    + Must possess a valid driver's license.

     

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 (https://www.directives.doe.gov/directives-documents/400-series/0472.2-BOrder-chg1-pgchg) , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

     

    **Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.     Annual salary range for this position is $116,001.60 - $176,904.00.

     

    Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
