The Vice President of Strategic Operations is a key member of OBI’s Executive Leadership Team, responsible for advancing organizational strategy, quality, and mission impact. This position provides strategic direction to enhance existing services and oversees key areas including quality assurance, workforce development, marketing and communications, and THE FUSE, OBI’s monthly inclusive pop-up nightclub. The VP will partner closely with the CEO to research, plan, and implement mission-aligned growth opportunities, ensuring that OBI continues to expand its reach, improve quality, and strengthen community partnerships.
Essential Duties
Strategy
+ Research and explore opportunities for service expansion, funding diversification, and mission-related business or social enterprise ventures.
+ Develop and present strategic recommendations to the CEO and Leadership Team.
+ Lead or assist with feasibility studies and implementation planning for new initiatives.
+ Foster a positive, inclusive workplace culture built on mutual trust, collaboration, and employee engagement.
+ Serve as the lead for planning staff recognition and appreciation efforts, in-service days, and organizational teambuilding initiatives.
+ Facilitate or oversee special projects and committees (e.g., Ambassadors Committee, vendor selection, RFP processes).
+ Serve as an active member of OBI’s Leadership Team, contributing to overall organizational strategy and success.
+ Analyze and evaluate current systems and processes, and make viable recommendations to improve efficiencies and quality across the agency (including but not limited to programs, room/space rentals, fleet management, etc.)
Quality Enhancement
+ Supervise and support the Senior Manager of Quality Assurance to ensure OBI’s compliance with all licensing, accreditation, and regulatory requirements.
+ Guide the agency through surveys, audits, and accreditation reviews to achieve the highest possible ratings.
+ Stay current on regulations impacting OBI’s operations and ensure policies and procedures reflect these standards.
+ Develop and maintain agency-wide policies and procedures, ensuring they align with funder and governing body expectations.
+ Serve as an administrator for OBI’s consumer information management system (currently iCareManager), overseeing system design, maintenance, and staff training.
Workforce Development/Employment Services
+ Supervise the Manager of Workforce Development, ensuring delivery of high-quality employment services that result in meaningful, competitive employment for people with disabilities.
+ Develop and monitor departmental budget, preparing revenue and expense projections within stated deadlines each year, and monitoring financial statements monthly making adjustments as needed.
+ Oversee departmental billing, and reporting for all relevant funding sources (DORS, DDA, and grants).
+ Stay informed on industry trends, workforce policy, and local labor market needs.
+ Cultivate relationships with key community and industry partners (e.g., DOL, AAWDC, DORS, AACPS, DDA).
Marketing & Communications
+ Supervise the Coordinator of Marketing & Communications to ensure consistent, effective messaging across all channels.
+ Oversee maintenance of the agency CRM (Network for Good) to ensure accurate data regarding donations and contact information for stakeholders.
+ Ensure OBI’s communications reflect the organization’s values and positive workplace culture.
+ Represent OBI at community and business networking events to raise awareness of the agency’s mission and impact.
+ Support the development of outreach materials and volunteer engagement strategies to strengthen community involvement.
THE FUSE
+ Oversee the planning, implementation, and ongoing enhancement and growth of THE FUSE, OBI’s monthly inclusive nightclub.
+ Recruit and coordinate volunteers to ensure adequate staffing for each event.
+ Develop and implement strategies to expand visibility, attendance, and community engagement.
+ Partner with the development team to identify sponsorship opportunities to sustain operations and keep ticket costs low.
Non-Essential Duties
+ Perform additional responsibilities as assigned by the CEO.

Qualifications
+ Master’s degree in business, psychology, counseling, education, human services, or related field preferred; equivalent combination of education and experience may be considered.
+ Minimum of 8 years of experience in the disability services field, with progressively increasing leadership responsibilities.
+ Minimum of 8 years of supervisory experience, including managing leaders or multi-level teams.
+ Knowledge of Developmental Disabilities Administration (DDA) services and regulations required.
+ Experience with Division of Rehabilitation Services (DORS) preferred.
+ Demonstrated skills in organizational development, strategic planning, and change management.
+ Strong track record of community engagement, partnership development, or business collaboration.
+ Excellent written and verbal communication skills; proven ability to communicate effectively with diverse internal and external stakeholders.
+ Ability to work independently while fostering collaboration and teamwork across departments.
