The mission of Correctional Managed Care is to address the healthcare needs of underserved patient populations within the Texas Department of Criminal Justice (TDCJ) and the Texas Juvenile Justice Department (TJJD).
_JOB SUMMARY_** **:
Directs and evaluates the provision of patient care/services throughout all facilities within a defined geographical area that consists of multiple facilities. Responsible for assisting in establishing standards of nursing practice/care for the facilities system-wide and for establishing mechanisms to ensure that nursing care is provided in accordance with the Texas Nurse Practice Act (NPA), Professional Organizations (ANA), licensing and accrediting agency (ACA) standards. Key functions include planning, leading, organizing, directing and evaluating. Monitoring of quality and budget standards and managing to achieve organizational/departmental goals are essential aspects of the job. Member of the Department of Nursing and the Regional Leadership Teams and contributes to the success of UTMB CMC operations and promotes quality standards within the correctional health care environment. Serves as the direct supervisor for facility nurse managers and cluster nurse managers.
_ESSENTIAL JOB FUNCTIONS_** **:
+ Contributes to the success of the UTMB Correctional Managed Care operation.
+ Provides clinical and administrative supervision, guidance and direction to nursing personnel using effective principles of management and leadership. (LEADERSHIP AND MANAGEMENT)
+ Interprets, promotes and supports organizational/departmental vision, mission, philosophy, guiding principles and values within the geographical cluster and system-wide.
+ Responsible for planning, organizing, implementing, and evaluating nursing care programs, including all nursing practice, infection control initiatives, and participating in organizational planning activities.
+ Facilitates the vision of integrated health care delivery systems; steward of nursing care resources; engenders and participates in collaborative decision making and care delivery, and contributes to creating an environment that fosters patient advocacy, clinical competence and accountability for patient outcomes.
+ Designs, implements and monitors the administrative structure of facilities to maximize productivity and quality, while delegating authority appropriately.
+ Develops and implements mechanisms to ensure an uniform quality of nursing care and ensures that a continuous improvement approach is implemented to measure actual performance against established standards for patient care.
+ Provides guidance and direction to nursing personnel for the provision of nursing care based on established SOP, SOC, policies and procedures, NPA, BNE Rules and Regulations and organizational mission. (PATIENT CARE/NURSING PRACTICE AND STANDARDS)
+ Utilizes the abilities of nursing personnel to provide continuous and optimum achievable quality nursing care to patients through collaboration with organizational leaders regarding resource allocations, organizational/facility budget relative to providing a sufficient number and mix of appropriately qualified staff for delivery of care/services.
+ Provides guidance and direction to staff in the design of staffing plans identifying the number and mix of nursing personnel; process improvement, work flow, work design/structure meeting care needs and services efficiently and achieving positive fiscal results.
+ Provides guidance and direction to staff in evaluating allocation of human and fiscal resources to assure appropriate utilization of staff for the delivery of safe, competent care in a cost-effective manner. (MANAGEMENT OF RESOURCES)
+ Participates in fiscal planning decisions that affect system-wide nursing care programs and influences delivery of nursing care; participates in the evaluation, selection and integration of clinical and support services technology to promote the efficiency and effectiveness of organizational resources.
+ Demonstrates visibility and accessibility to staff through regularly scheduled visits monitoring operational, clinical, personnel and budgetary issues and provides guidance, direction for improvements and follow-up on identified improvement activities.
+ Accountable for successfully managing the annual nursing wage and salary budget for assigned area.
+ Provides customer service by demonstrating a desire to assist and serve others; identifies, anticipates, and addresses internal and external customer needs; meets and/or exceeds customer expectation.
+ Develops and maintains harmonious professional and productive relationships system-wide; builds contacts important to achieving work goals; demonstrates diplomacy and tact.
+ Serves as effective formal and informal leader of teams and groups; obtains commitment and cooperation; delegates effectively; interviews, hires, counsels and evaluates personnel within assigned areas.

+ Seeks to maintain organizational/departmental conditions to support an educational environment by providing training, coaching, and counseling to ensure competency of staff.
+ Participates in organizational/departmental committees representing nursing and nursing practice.
+ Develops a system for the management of information; prepares requested reports ensuring timeliness.
+ Twenty-four (24) hour accountability is required.
+ Adheres to internal controls and reporting structure established for department.
+ Performs related duties as required.
_EQUIPMENT_** **:
Standard clinical correctional facility equipment.
_WORK ENVIRONMENT_** **:
+ Work environment is located in a clean and safe medical facility within the confines of aprison, jail or juvenile detention center.
+ Conditions such as noise, odors, cramped workspace and/or fumes could sometimes cause discomfort.
+ Moderate to extreme physical effort may be required such as walking, standing and lifting materials, equipment, objects, and/or patients.
+ Occasional lifting may be heavy and awkward, over 50 lbs.
+ Vision, hearing, talking and sense of touch abilities must be adequate enough to enable one to quickly and accurately perform tasks such as; reading small print, reading from monitoring equipment, defining details, sending and receiving clear and accurate verbal communication.
+ Frequent periods of concentrated or focused attention will be needed to interpret visual, auditory, and sensory inputs.
+ Alertness and careful attention to detail will be required to avoid injury.
+ May be exposed to such occupational hazards as communicable diseases, radiation, chemotherapeutic agents, and disoriented or combative patients.
+ Able to work under stress and be emotionally capable of coping with complex and/or changing activities.
+ May be required to be on standby and work extended hours in extraordinary situations.
Security clearance is required; pre-employment drug testing is also required.
_REQUIRED EDUCATION/EXPERIENCE_** **:
+ Graduation from an approved school of nursing. Must possess and maintain a valid, current license approved by the Texas Board of Nursing.
+ Master's degree in Nursing or a related field with three (3) years of experience managing multiple nursing facilities/units within a nursing department.

+ Bachelor's degree in Nursing with five (5) years experience managing multiple nursing facilities/units within a nursing department.
- or -
+ Associate's degree or diploma in Nursing with seven (7) years experience managing multiple nursing facilities/units within a nursing department.
PREFERRED REQUIREMENTS
Master's degree in nursing or related field with a minimum of eight (8) years of experience managing multiple nursing facilities/units within a nursing department.
Five (5) years of correctional healthcare experience.
Current specialty certification in correctional healthcare.
Salary is commensurate with years of relevant work experience.
