Although this position is assigned administratively to Connecticut Valley Hospital, the day-to-day responsibilities will be carried out at Whiting Forensic Hospital.

    THE ROLE:

    This position will service the grounds and will be responsible for directing maintenance operations within the Whiting Maximum Security building at Whiting Forensic Hospital. The position ensures that the facility remains safe and functional for clients, staff, and visitors, while providing direction to maintenance personnel by determining priorities.

    Whiting Forensic Hospital specializes in providing inpatient services to individuals involved in the criminal justice system or are not yet ready to be safely treated in less restrictive settings. Services are provided to individuals who are admitted via Psychiatric Security Review Board (PSRB) commitment, criminal court order for restoration of competency to stand trial, civil commitment or transfer from the Department of Correction. Discharge options are dependent on legal status and the purpose of admission. The hospital consists of 91 maximum security beds and 138 enhanced security beds.

    Please note:

    A comprehensive medical examination, including a drug screening, will be required of all applicants upon a conditional offer of employment.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency this class is accountable for performing in one of the following ways:

    + Supervises a small crew (usually 1-5 workers) of highly skilled trade workers (Qualified Craft Workers and General Trades Workers) and skilled workers (Skilled Maintainers) but not solely Skilled Maintainers unless they are on a grounds crew and other lower level employees.

    + In large crews (6 or more workers) of highly skilled trade workers, assists the Maintenance Supervisor 2 in carrying out supervisory functions. This is appropriate only when there is a demonstrated need for a subordinate supervisory level.

    EXAMPLES OF DUTIES

    + Schedules, assigns, oversees and reviews the work of staff;

    + Provides staff training and assistance;

    + Conducts performance evaluations;

    + Determines priorities and plans crew work;

    + Establishes and maintains crew procedures;

    + Develops or makes recommendations on the development of policies and standards;

    + Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;

    + Prepares reports and correspondence;

    + Performs some of the more skilled duties involved;

    + May estimate time, skills and material needed for proposed repairs or improvements;

    + Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of

    + relevant state and national codes and regulations;

    + modern methods and equipment involved in the trade indicated by the parenthetical title of the class;

    + Skills

    + interpersonal skills;

    + oral and written communication skills;

    + in performing technical duties of the class;

    + Ability to

    + read and interpret specifications, blueprints, and sketches;

    + utilize computer software;

    + Supervisory ability.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Five (5) years of experience in the maintenance and repair of buildings.

     

    NOTE: Experience performing technical duties within the maintenance trade area on a military base, aircraft carrier or large compound may be substituted for the General Experience on a year for year basis.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Three (3) years of the General Experience must have included performing skilled tasks in either the maintenance and repair of buildings or the military experience referenced above.

     

    NOTE: For state employees this experience is interpreted at the level of a Skilled Maintainer.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    Graduation from vocational or technical school may be substituted for one (1) year of the General Experience.

    PREFERRED QUALIFICATIONS

    + Experience in the technical and industry standards of Water Systems, HVAC / Building Management Systems, Electrical and Plumbing .

    + Experience acting as a liaison between Units, Agencies and outside officials.

    + Experience supervising 6 or more trade workers in a maintenance and repair setting.

    + Experience planning and supervising projects in a 24/7 residential and skilled nursing facility.

    + Experience with the Joint Commission, Department of Public Health, OSHA and other regulating body standards for healthcare facilities related to life safety and environment of care.

    + Experience utilizing effective communication skills to include oral, written, and electronic communication.

    + Experience with reading and interpreting specifications, blueprints, and sketches.

    + Experience in one of the following trades: carpentry, electrical, plumbing or HVAC.

    SPECIAL REQUIREMENTS

    + Incumbents in this class may be required to travel.

    + Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.

    CHARACTER REQUIREMENTS

    At state airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

    PHYSICAL REQUIREMENTS

    + Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.

    + A physical examination may be required.

    WORKING CONDITIONS

    + Incumbents may be required to lift moderate to heavy weights; may be exposed to extreme weather conditions and to risk of injury from equipment.

    + The appointing authority may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
