    Description

    This is not a Civil Service Position. DWSD employees are subject to provisions of Court Orders entered in United States District Court, Eastern District of Michigan, Southern Division, Case No. 77-71100 with regard to certain terms and conditions of employment. DWSD does not honor reversion rights for internal candidates.

     

    Applicants for open positions at the Detroit Water and Sewerage Department must be authorized to work for ANY employer in the U.S. The Detroit Water and Sewerage Department is unable to sponsor or take over sponsorship of an employment Visa at this time.

     

    The Assistant Manager for the Revenue Protection Unit and Security is responsible and accountable for managing the investigation and recovery of metered and non-metered accounts for the Detroit Water and Sewerage Department. Knowledge of federal and state laws within a quasi-law enforcement security and protection services program applicable to the Detroit Water and Sewerage Department (DWSD), and their enforcement including, but not limited to, methods, practices, procedures, and policies of specialty DWSD areas and supervisory techniques; responsible for direct mid-level management responsibilities for Security Sergeants, Investigators and Security Officers; responsible for the administration and coordination of responsibilities for the DWSD infrastructure assigned on various shifts, for security and safety activities.

    ESSENTIAL JOB FUNCTIONS:

    Instruct, direct, and counsel staff in the performance of duties, general appearance, punctuality, attendance, productivity, good order, and discipline. Supervise security and investigative activity in a mid-level management, administrative, and operational position inclusive of all direct and indirect duties or work assignments of the investigators, officers, and staff. Evaluate the quality of staff’s performance, productivity, and work techniques.

     

    Communicate with people outside the organization, represent the organization to customers and external customers. Meet all requirements for a DWSD Security Assistant Manager. Perform shift work which includes all day, afternoon, night, weekend and holiday assignments. A valid Michigan Driver’s License and the ability to drive a motor vehicle on all terrain. Wear personal protective equipment (PPE). Follow security and safety policies and procedures in carrying out work duties. Provide on-the-job training.

    KNOWLEDGE OF:

    + Federal and state criminal laws and statutes

    + Advanced security functions and responsibilities inclusive of rules, guidelines, policies, and procedures regarding security-oriented operations with emphasis on safety and protection

    RELATED JOB FUNCTIONS:

    Support any DWSD Security and Investigative operations as determined by the Security and Integrity Officer or assigned designee. Perform related work duties as assigned.

     

    Examples of Duties

    SKILL TO:

    + Analyze information, evidence, and data relevant to investigatory matters

    + Serve as a valued resource of input, recommendation, and guidance for all levels of the DWSD Security and Investigative Unit

    + Direct independent field investigations of metered and non-metered accounts to verify account delinquency

    + Direct service of legal documents, such as subpoenas and delinquent notices

    + Participate in meetings, events and conferences

    + Exchange information to make recommendations directed toward the improvement of security and safety-oriented procedures and policies

    + Present concise and formal reports following complex investigations regarding internal disciplinary actions or criminal and civil litigation cases

    + Use advanced technology

    + Excellent communication, writing, and time management skills including the handling of multiple responsibilities and assignments

    + Conduct comprehensive unbiased investigations and provide thorough reports

    ABILITY TO:

    + Complete and/or review reports, forms, and logs relevant to their assignments

    + Execute required notifications and other communications

    + Interact with the community, employees, and customers as necessary

    + Manage investigative security-related programs

    + Manage Lieutenant, Sergeants, Investigators, and Security Officers

    + Assess local areas and coordinate activities in the field

    + Conduct reviews and evaluate searches

    + Knowledge of administrative and office procedures and systems such as word processing, managing files and records

    + Gather facts relevant to investigations of incidents

    + Coordinate and communicate with law enforcement as applicable for the protection and safety of DWSD facilities and staff

    + Ensure the safeguarding of evidence and non-DWSD property

    + Safeguard and inspect DWSD property

    + Assist in the support of training and security agendas

    + Perform counseling, disciplinary action and performance evaluations then recommend actions

    + Effectively utilize appropriate investigative, security, and safety equipment and procedures

    + Maintain regular and reliable attendance

    + Communicate effectively, both verbally and in writing

    + Understand and follow verbal and written instructions

    + Manage, establish and maintain effective working relationships with others

    + Communicate frequently with team members and other units across the Department about process, equipment or potential problems

    + Develop proficiency in unit specific operations and software

    + Direct team activities or to work as a team member

     

    REQUIRED EDUCATION AND EXPERIENCE (position requirements at entry)

     

    + Bachelor’s degree in criminal justice or business administration, criminal justice investigation or a related discipline

    + A minimum of five (5) years prior law enforcement, corrections, or military experience at a Lieutenant’s level or military equivalent or Security Sergeant or comparable security experience

    + Graduate of Command Leadership Academy, preferred

    + Must possess Concealed Pistol License, certified training and carry only as directed

    ESSENTIAL REQUIREMENTS

    This position requires the ability to sit, walk, stand, drive or work for long periods of time, demonstrate normal color perception, hear audible alarms and detect abnormal equipment sounds; visually inspect equipment and processes at any time of the day or night, pass vision test and wear personal protective equipment.

     

    Environmental Working Requirements: This position requires the ability to work in all conditions involving exposure to outside elements and seasonal weather, water and sewerage treatment facilities, office environment or field environment, exposure to computer screens, plant noise and air quality. DWSD is a twenty-four (24) hour operation, 365 days of the year.

    Other Requirements:

    Valid Michigan Driver’s License. Practice strict confidentiality at all levels internal and external. Ability to work irregular hours, to commute to DWSD facilities and work sites, and respond to after hour emergencies and on-call responses.

    City Employees Retirement System

    As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:

     

    • Completion of thirty (30) years of service;

     

    - At age sixty (60) if you have at least ten (10) years of service, or

     

    - At age sixty-five (65) with eight (8) years of service.
