Description
This is not a Civil Service Position. DWSD employees are subject to provisions of Court Orders entered in United States District Court, Eastern District of Michigan, Southern Division, Case No. 77-71100 with regard to certain terms and conditions of employment. DWSD does not honor reversion rights for internal candidates.

SUMMARY:
The Supervisor is responsible for leading, supervising, guiding, training, and directing a team of a Lieutenant, two Sergeants multiple Investigators and uniformed personnel charged with daily security operations as well as performing complex investigative tasks relating to the fraud, waste or abuse committed against the Detroit Water and Sewerage Department (DWSD).
ESSENTIAL JOB FUNCTIONS:
The captain is a senior leadership position for DWSD, responsible for supervising a team that includes one Lieutenant, two Sergeants, multiple Fraud Investigators, and the uniformed personnel. This role involves strategic oversight and daily management of personnel and complex investigations, with a focus on insurance-related fraud, particularly false workers' compensation claims. The captain is expected to ensure investigations are conducted efficiently, ethically, and in compliance with applicable laws and departmental standards.
Key Responsibilities:
+ Leadership & Oversight:
+ Direct and supervise subordinate officers and investigative staff in all aspects of fraud investigation, ensuring high professional standards and accountability.
+ Provide mentorship, performance evaluations, and leadership development opportunities for assigned personnel.
+ Fraud & Insurance Investigations:
+ Oversee investigations related to insurance fraud, especially false workers’ compensation claims.
+ Maintain current knowledge of insurance-related laws, processes, and compliance requirements.
+ Preference given to candidates with an active insurance license or substantial knowledge of insurance protocols.
+ Budgetary Awareness & Process Management:
+ Understand and assist in managing budgets related to personnel, investigative tools, training resources, and departmental operations.
+ Ensure proper allocation and justification of financial and operational resources.
+ Training Coordination & Use of Force Oversight:
+ Serve as the departmental Training Coordinator, responsible for developing, implementing, and tracking training programs.
+ Oversee and ensure compliance with use of force continuum policies, firearms qualifications, situational awareness, and active shooter response protocols.
+ Coordinate training schedules, certifications, and updates for all personnel under command.
+ Inter and ultra departmental Coordination:
+ Liaise with internal departments, legal teams, and outside agencies as needed for collaborative investigations and compliance with legal processes.
+ Prepare and deliver reports and presentations to command staff and executive leadership on investigative outcomes and training effectiveness.
Preferred Qualifications:
+ Valid insurance license or knowledge of (adjuster, fraud examiner, or relevant certification).
+ Extensive experience in investigating workers’ compensation and general insurance fraud.
+ Extensive investigative experience and training, preferably in a law enforcement capacity.
+ Understanding of the acquisition, use, and dissemination of intelligence.
+ Certification or formal training in law enforcement instruction (firearms, use of force, situational awareness, etc.).
Captain also hires, trains, evaluate and disciplines employees. Coordinates activities between the investigative staff and uniform security personnel. Assign personnel to various operations and instruct them when necessary to ensure they are trained to perform assigned duties in accordance with established methods and procedures.
Reviews subordinates work for accuracy, thoroughness and efficiency and makes recommendations. Assists in developing and implementing new techniques and strategies to identify fraudulent activities against DWSD.
Review the work product of subordinates and make a determination on needed subsequent actions. Works closely with other entities inside DWSD to assist or initiate internal investigative actions needed. Supervise uniform security lieutenant, sergeants, and personnel and ensure their compliance with DWSD Standard Operating Procedures and DWSD Policies.
Attend meetings and give presentations. Prepare performance evaluations of assigned members. Coordinate with local law enforcement agencies and county prosecuting attorneys to provide investigative strategies, evidence and information to successfully identify and prosecute criminal acts against DWSD.

+ knowledge or equivalent Licenses of property and casualty and Life and health insurance due to investigations and communication with insurance companies involving possible false claims and workplace injuries. Licenses are preferent.

REQUIRED EDUCATION AND EXPERIENCE (position requirements at entry)
+ Bachelor’s degree in criminal justice or equivalent in accepted related field with 20 years prior public law enforcement experience with a minimum of 3 years in a supervisory capacity.
+ A bachelor’s degree in criminal justice, public administration, insurance, or a related field is more than accepted but not required. Consideration will be heavily weighted toward applicants with extensive, directly related work experience in fraud investigations, supervisory law enforcement roles, insurance- (workers comp) related matters, or training coordination.
+ Demonstrated experience in leading investigative teams, conducting complex fraud cases (particularly related to workers' compensation), managing personnel, coordinating departmental training, and understanding budgeting and operational procedures is highly valued.
+ Experience may substitute for education on a year-for-year basis. Applicants with a strong background in field operations, leadership, or insurance fraud investigations will be considered highly competitive, even without a college degree. Practical, real-world knowledge and proven performance in relevant roles will be heavily weighted for this position.
+ Must possess a Concealed Pistol License
+ Coordination of training in Use of force, situational awareness, and Active shooter
+ Knowledge of procurement, billing process through oracle.
+ Must have supervised all warrant requisition phases.

Environmental Working Requirements:
This position requires the ability to work in all conditions involving exposure to outside elements and seasonal weather, water and sewerage treatment facilities, office environment, plant or field environment, exposure to computer screens, plant noise and air quality. DWSD is a twenty-four (24) hour operation, 365 days of the year.
Other Requirements:
Valid Michigan Driver’s License. Practice strict confidentiality at all levels internal and external to the DWSD organization as a result of their position and duties; promote proper work ethics relating to general appearance, punctuality, attendance, productivity, good order and discipline. Ability to work irregular hours; to commute to DWSD facilities and work sites; and respond to after-hour emergencies and on-call responses.
