    Role Overview:

    The Community Programs Fiscal Monitor contributes to fulfilling IHCDA’s mission by reviewing and tracking subgrantee financial information. This includes completing the fiscal portion of each CSBG programmatic monitoring, as well as tracking budget and spend down on subgrantee awards with IHCDA. The Fiscal Monitor will also work with program Manager(s) and the Program Accounting department to track required paybacks and rectify any inconsistencies or subgrantee issues found in the Data Management System.

    Salary Statement:

    The salary for this position traditionally starts at $55,000 but may be commensurate with education or work experience.

     

    A Day in the Life:

     

    Strategy (in partnership with Community Programs’ leadership)

     

    + Understand and apply program rules and policies.

    + Understand and apply federal and state legislation and guidance regarding the fiscal requirements of the department’s programs.

    + Assist in the preparation of state plans, annual reports, and program manuals/documents.

    + Think critically and serve as a ‘sounding board’ for manager/team ideas.

    + Assist Managers with claims resolution in collaboration with the IHCDA Claims staff.

     

    Fiscal Monitoring

     

    + Ensure Federal and State regulatory requirements are being consistently and effectively monitored in the department’s programs.

    + Continuously improve monitoring rubrics for fiscal compliance across programs

    + Track and organize/archive subgrantee-submitted documents.

    + Review, pull data/information from, and analyze subgrantee-submitted documents both on site and through desktop review.

    + Develop and contribute to programmatic and monitoring reports.

    + Work with the manager to identify the need for, determine content of, and review submissions for subgrantee corrective action plans.

    + Assist in completing each sub-grantee’s annual risk assessment.

    + Serve as SME on fiscal monitoring across the CS/CP as requested; help develop tools and troubleshoot when difficult-to-discern fiscal issues come up.

     

    Subgrantee Training

     

    + Provide training and technical assistance to subgrantees regarding regulations, policies, and laws related to the administration of the program.

    + Assist with planning and coordinating training events.

    + Assist in drafting subgrantee information/data collection tools.

     

    Contract, MOA and Subgrant Logistics

     

    + Draft, submit for review, process, and track grant agreements, contracts, and MOAs.

    + Process subgrantee allocations and deallocations, budgets, and budget modifications.

    + Track and report on subgrantee spending for CSBG and IDA programs, and alert Managers on any discrepancies.

    + Track and update changes to contractor, vendor, and subgrantee contact information.

    + Track professional service contract spending to their project completion dates.

    + Coordinate contract and subgrant close-out process, including document collection/review.

     

    Reporting/Benchmarking

     

    + Update and analyze regular funding, implementation, and outcome data.

    + Prepare and review data for mandatory federal/state reports.

    + Pull data/reports as requested for IHCDA staff and/or stakeholders.

    + Review and double check numbers on reports and budgets.

    + Update and analyze data regarding subgrantee compliance with regulatory requirements.

    + Coordinate document requests from federal funders, internal audit, legislators, etc.

    + Analyze monitoring results from monitoring reports to identify trends in findings and concerns, then work with the program team to address these trends with subgrantees.

     

    Client & Subgrantee Customer Service

     

    + Proactively communicate with subgrantees regarding expectations and documentation requirements.

    + Coordinate with Managers and other IHCDA departments, as needed, to respond to subgrantee/client questions.

    + Maintain positive and successful working relationship with all members of the Community Programs staff as well as local service providers.

    + Assist in drafting client updates and other correspondence as requested.

    + Elevate issues to Managers and division Director as needed.

    What You'll Need for Success:

    + At least 2 years’ work experience required.

    + Bachelor’s degree in public policy, non-profit management, business, finance, accounting, or similar required

    + Must have experience working in Excel.

    + Any of the following other experiences are preferred: working with monitoring and/or compliance issues, working with federal grant funding.

    + Able to perform essential functions with or without reasonable accommodation.

    Supervisory Responsibilities/Direct Reports:

    This role may be utilized in a supervisory capacity based on agency needs.
