    Role Overview:

    This position will work closely with the Community Development Manager to oversee Indiana’s CSBG program. The Community Programs CSBG Monitor contributes to fulfilling the IHCDA mission and meeting strategic and annual IHCDA operational and program goals by ensuring timely completion of all CSBG monitoring activities and working with the CSBG Manager to ensure all Federal and State CSBG mandates are met for subgrantees and for IHCDA as the lead CSBG agency in Indiana.

    Salary Statement:

    The salary for this position traditionally starts at $55,000.00 but may be commensurate with education or work experience.

     

    A Day in the Life:

     

    Program Strategy (in partnership with CSBG Manager)

     

    + Understand and apply program rules and policies.

    + Understand and apply all legislation and guidance.

    + Assist in the preparation of state plans and program manuals/documents.

    + Think critically and serve as a ‘sounding board’ for manager/team ideas.

     

    Program Monitoring

     

    + Conduct subgrantee program monitoring process including writing and distribution of monitoring notices.

    + Conduct subgrantee onsite visits and desktop reviews.

    + Ensure timely reporting and responses, tracking, and follow-up correspondence.

    + Work with the manager and CSBG Fiscal Monitor/Analyst to identify the need for and determine content of corrective action plans for subgrantees.

    + Ensure Federal and State regulatory requirements are being consistently and effectively monitored in the CSBG program.

    + Create and update tools for monitoring and compliance.

    + Track and organize/archive subgrantee-submitted documents.

    + Review, pull data/information from, and analyze subgrantee-submitted documents.

    + Assist in completing each subgrantee’s annual risk assessment.

     

    Subgrantee Training

     

    + Provide training and technical assistance to subgrantees regarding regulations, policies, and laws related to the administration of the program.

    + Provide training, direction and clarification on monitoring standards that are commonly unmet or misunderstood.

    + Assist with planning and coordinating training events.

    + Assist in drafting subgrantee information/data collection tools.

    + Analyze monitoring results from monitoring reports and identify trends in findings and concerns that will assist in training and technical assistance.

     

    Reporting/Benchmarking

     

    + Report monitoring findings clearly and in a timely manner to subgrantees.

    + Update and analyze data regarding subgrantee compliance with regulatory requirements.

    + Prepare and review data for mandatory federal/state reports.

    + Pull data/reports as requested for IHCDA staff and/or stakeholders.

    + Coordinate document requests from federal funders, internal audit, legislators, etc.

     

    Client & Subgrantee Customer Service

     

    + Independently respond to and log (as needed) subgrantee communications.

    + Coordinate with Manager and other IHCDA departments as needed to respond to subgrantee questions.

    + Elevate issues to Manager and Director as needed.

     

    General

     

    + Create and update SOPs for your job duties.

    + Attend and participate in departmental meetings.

    + Seek out professional development, including Certified Community Action Professional (CCAP), to keep up with the field of interest of your program.

    + Perform other duties as assigned.

     

    This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

    What You'll Need for Success:

    + At least 2 years work experience required.

    + Experience working with/leading non-profit, social service and/or community action programs preferred.

    + Bachelor’s degree required, Master’s degree preferred.

    This role may be utilized in a supervisory capacity based on agency needs.
